Senate Committee On Commerce, Science and Transportation Chairman Jay Rockefeller introduced a comprehensive new Do-Not-Track-Online Bill on Monday that would grant the FTC new broader powers to insure that consumers are given the right to opt out of online tracking technologies. The bill also empowers the FTC to fine companies who do not honor Do Not Track mandates.

Conde Nast introduced a new pricing scheme for its print and digital magazine subscriptions beginning with The New Yorker that manages to avoid Apple’s pound of flesh for existing print subs. Although Hearst was the first to announce an iPad subscription plan, Conde Nast becomes the first publisher to actually start selling subscriptions in the App Store. The New Yorker tablet subscription plan gives print subscribers full access to both for the bundled price of $6.99/mo. or $69.99/yr. (Digital only runs $5.99/mo or $59.99/yr.)

YouTube
greatly expanded its movie rental service on Monday adding 3,000 major studio titles, trailers and behind-the-scenes extras. An increased investment in partner-produced content was also mentioned.

Phone-to-screen interactive TV enabler MegaPhone Labs is positioning itself to become a real-time, cloud-based iTV platform, rolling out a new mobile browsing solution and social media toolkit to help TV programmers develop engaging apps around their programming. Developed in the labs of NYU back in 2008, MegaPhone began by building an open platform that allows out-of-home screens at such venues as sports stadiums to poll and ask audiences trivia questions in real time. Its new mobile browser solution – CEO Mark Yackanich sees a mobile app-based solution as premature – provides tools such as chat, Twitter, polling etc. through any mobile or landline, giving it a virtual 100% footprint across The Weather Channel’s 103 million+ homes or in DMA’s such as the NBC 4 footprint in New York – both early partners. Mr. Yackanich says iTV may be finally turning a corner because there’s finally real interest from brand advertisers. “Agencies have X million to play with and they’re finally starting to realize that this kind of interactivity provides a ton of value.”
