FCC Chairman Julius Genachowski introduced the beginnings of a plan on Wednesday to preserve net neutrality principles in the U.S. The crux of the proposal would preventing ISPs from blocking content from one service provider over another, but allow network operators to establish metered pricing based on actual data usage. Another central tenant is to require ISPs to maintain complete transparency about how they’re billing and managing their networks. Notably, Genachowski’s proposal doesn’t reclassify broadband as a communications service; rather it relies on provisions in the Communications Act to establish the FCC’s authority to regulate broadband providers. “A central goal of the proposed open internet framework is to foster this cycle of massive investment in both the edge and the core of broadband networks, to the benefit of consumers and our economy,” remarked the Chairman in a prepared statement.
 

~ MULTIPLATFORM CONTENT NEWS ~

 
Netflix signed a deal with independent film company FilmDistrict to license new movies to stream over the internet, just a few months after they are released on DVD. Titles such as “Drive,” starring Ryan Gosling and “Lockout,” produced and co-written by Luc Besson, will forgo the traditional pay TV window in favor of Netflix streaming.
 
Blockbuster announced that its has now completed integrations for its streaming On Demand service on more than 100 devices­including Blu-ray players, televisions, smartphones, DVRs, digital media adapters and tablet computers such as the recently added Samsung Galaxy Tab.
 
Bravo Digital and Bravo Mobile reported recording its best November in terms of uniques and video streams, registering double-digit year-over-year online increases and triple-digit increases for mobile.

 
~ INNOVATORS & START-UPS ~

 
Start-up Blue Cava is working on a digital fingerprinting technology that tracks purchasing information across a myriad of devices to analyze shopping habits and demographic info., reports the WSJ. Blue Cava is also looking at a controversial technique matching online data with offline property records, motor-vehicle registrations, income estimates and other details.
 
Realtime mobile and online Q&A service ChaCha has partnered with sports technology and data company STATS LLC to deliver free, mobile sports alerts to NFL, NBA, MLB, NHL and NCAA college sports fans. Mobile users can text the word ALERT followed by their favorite team name to ChaCha to receive ongoing alerts on their teams at game time. During games, users can receive periodic score updates along with top player stats.

~ DIGITAL ADVERTISING ~

 
The FTC unveiled a online privacy report yesterday calling for the construction of a “do-not-track” system that would enable users to opt out of having their actions monitored online. The plan, which the FTC is now soliciting comments on, includes introducing a setting in popular internet browsers that would enable tracking to be toggled on and off. Industry groups have fought the idea for years in favor of a self-regulatory approach.
 
UK-based online video monetization firm myvideorights announced its entrance into the U.S. market.
 
Online video distribution network blip.tv signed a deal with GM to carry pre-roll ads for the new Chevy Volt campaign.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Dec. 5 is D-day for the launch of Verizon Wireless‘ $3 billion 4G LTE mobile network in the U.S., offering customers speeds from 5 to 12 Mbps to support features such as HD video and live television streaming. The company also introduced a pair of modems ($99/each with a two-year contract w/rebate) that will enable laptop users to access the network. The company plans to unleash a wave of new smartphones and tablet computers next month built to take advantage of the LTE network, slated to reach some 2/3 of the U.S. population within the next year and a half.
 
Amid reports that Google is closing in on a multibillion acquisition of online coupon site Groupon, Amazon is ready to make a strategic investment in rival LivingSocial, reports AllThingsD. LivingSocial has amassed 10 million subscribers worldwide and is expected to fetch a valuation of several billion dollars.
 

~ TRENDS, RESEARCH, ETC.  ~

 
Cyber Monday sales reached $1.028 billion in online spending according to ComScore ­- up 16% versus a year ago, representing the heaviest online spending day in history and the first day ever to surpass the billion-dollar threshold. Spending was driven by increased spending per individual buyer, with nearly half of the dollars spent from work computers.
 
Video completion rates for pre-roll ads grew to 75% in Q3 according to video ad network YuMe‘s quarterly metrics report – up nearly 10% from 2009. Completion rates in Q3 for the 25-49 age group increased some 20% from Q1 to 68%, with women logging a higher video completion rate (75%) than men (69%). Fifteen-second pre-rolls continue to be the most common ad length, representing 59% of pre-roll volume.
 

~ GADGETS & APPS ~

 
Dish Network released a free iPad app that allows Sling-enabled set-top box users to view live and recorded TV shows on the device. Compatible devices include DISH Network’s ViP 722 and 722k HD DVRs.
 
AZiO Corp introduced a new $50 wireless Bluetooth Keyboard for the iPad. It features a 30-foot range and is also compatible with iPhones and Mac computers.
 

~ EXECUTIVE MOVES ~

 
Former Demand Media sales executive George Stewart has joined online ad technology firm Resonate as Chief Revenue Officer. He will be based in New York City, reporting to CEO Bryan Gernert.
 
AOL Advertising has hired Debbie Menin as Head of Entertainment Marketing. Debbie, who most recently served as VP/Branded Entertainment at Parade and Parade.com, will be based out of AOL’s Beverly Hills office, reporting directly to Allison Tepley, VP/Advertising Marketing.

Global online video platform WorldTV.com is offering a contest promising 3 winners the chance to get their own produced TV channel picked up as a linear TV channel. WorldTV, which adopted HD standards during the summer, offers do-it-yourself TV channel editing software for users in over 200 countries – making it easy to turn YouTube, UStream or Qik video streams into a connected TV channel. Winning entries will see their channel adapted into a Boxee app and used in a presentation by TV industry execs looking to tap into the amateur video production crowd. Don’t expect such productions to rival network line-ups in terms of production values, but the democratization that platforms like WorldTV and Boxee introduce to the stage should at least breathe some new life into the TV business.
