President Obama unveiled an ambitious plan at Northern Michigan Univ. on Thur. to earmark $18 billion in federal funds to insure that 98% of the nation will have access to 4G wireless broadband by 2016. More than half of the funds would go toward building a public safety network for first responders. “It’s about connecting every corner of America to the digital age,” Obama said of The National Wireless Initiative, helping business, health care and government agencies keep pace. The government will make a one-time $5 billion allotment from a federal phone subsidy to help build out the network and hopes to raise some $27.8 billion by (voluntarily) auctioning off airwaves currently held by TV stations and other government agencies. Broadcasters remain skeptical that the auction will be truly voluntary.
Yahoo unveiled a tablet-contoured digital newsstand platform dubbed Livestand, delivering continually refreshed content based on users’ interests. The platform, coming soon for the iPad and Android devices and later for smartphones, will try to entice publishers to distribute content supported by sophisticated advertising that relies on data targeting, actionable ads and location-based marketing. The tablet version of the system is due out during the first half of this year.
Magazine publisher Time Inc. has reached a deal with HP to publish digital magazines on its upcoming tablet computer and will start distributing a digital edition of Sports Illustrated for Android devices on Friday afternoon according to reports – just in time for this year’s popular swimsuit edition. (The company initially sought to reach a deal with Apple to sell subscriptions of the magazine for the iPad last summer but Apple quashed the deal at the last moment.) News Corp.’s The Daily remains the only digital subscription for the iPad.
Activision has pulled the amp on one its most enduring franchises, “Guitar Hero,” cancelling plans to release a revamped edition later this year. The company also announced it will lay off some 500 employees associated with Guitar Hero and other casual games. Instead, the company is pouring resources into an online hub “BeachHead” it is building to create an ecosystem around first person shooting game, “Call of Duty.”
The new 3D TV network 3net, founded by Sony, Discovery and IMAX, has lined up DirecTV as its first distributor. The channel launches on the satellite broadcaster’s channel 107 at 8 pm on Feb. 13 with a trio of one-hour documentaries. 3D sports network ESPN 3D launches a day later on Feb. 14 on DirectTV, Comcast, Time Warner Cable and AT&T U-verse.
Game developer Funtactix has teamed with Paramount Digital Entertainment to create a browser-based online multiplayer game based on the upcoming animated feature film Rango, starring the voice of Johnny Depp. Both the game, which enables players to mimic the experiences of characters from the film, and the movie debut on March 4. Rango The Videogame is also being released for console platforms including PS3, Wii, Nintendo DS and Xbox 360 starting March 1st.
Dailymotion is launching a new feature for Valentines Day – a series of video-powered Love Quizzes testing users’ knowledge of famous couples, great love songs, romantic movies and TV romances.
Social TV platform Philo has created a new column in the print edition of TV Guide Magazine to list programs users can check into using Philo.
Echo Video is a new solution from Kantar Media’s Cymfony division that measures online video impact by tracking its usage through the social media landscape. In addition to tracking socially shared copies of a video, the system captures demographic, behavioral and social media data, and layers in market intelligence analysis to drive business strategy.
Online customer acquisition specialist NetElixir has launched a new multichannel analytics platform that has the ability to monitor and manage online advertising campaigns on search engines and comparison shopping engines, as well as social networking sites such as Facebook. The platform is also able to monitor real-time conversations about brands on Twitter and extract and integrate keywords into SEM campaigns.
Tech heavyweights Google and Facebook have both approached Twitter about a acquiring the company in recent months but have gotten nowhere, according to the WSJ. The start-up, which generated about $45 million in revenue in 2010, is holding onto an evaluation of $8-$10 billion.
The House Communications & Internet Subcommittee has scheduled a hearing for Feb. 16 to hash out whether or not the FCC’s new Net Neutrality rules are warranted. Meanwhile, the House Energy and Commerce Committee on Communications and Technology convened a hearing yesterday to begin congressional oversight for the $7 billion in broadband spending already allocated under the stimulus and to discuss draft legislation in hopes of returning unused or reclaimed funds.
The Council for Research Excellence (CRE) has issuing a formal request for proposal to industry researchers for a project to advance digital audience measurement. The objective is to examine how various digital publishers capture and maintain user data, and to understand the role this data can play in supplementing research-panel data to augment audience measurement. The CRE hopes to assess current data-collection practices as well as best practices to strengthen “hybrid” (panel-based/server-based) digital audience measurement. The deadline for submissions is Feb. 24, 2011, with an anticipated award date of March 24, 2011.
The video audience grew by 32% in 2010, and time spent watching video online grew by 12%, according to ComScore‘s Year in Review report. (The average American watched 14 hours of video in Dec.). Hulu attracted twice as much viewing as the Top 5 broadcast sites (ABC, CBS, NBC, Fox and CW) combined. The proliferation of both publishers and platforms is contributing to changing behavior – creating not only more video users, but more and more “cord cutters”; based on activity in the back half of the year the rate of change is likely to continue or increase.
One of the WebOS smartphones unveiled by HP on Wed., the Veer , is the smallest yet to come down the pike featuring a 2.6 inch 320×400 resolution touchscreen with a full pull-out QWERTY keyboard. It will ship sometime in early spring with a 5 megapixel camera, speakerphone, accelerometer, ambient light and proximity sensor. The Veer and the newly revamped Pre will work in conjunction with the HP TouchPad tablet, allowing messages and websites to be shared freely between the two by tapping the devices together.
Health and Wellness site CalorieCount.com has updated its free Calorie Counter app for the iPhone to enable full synching with its website. The app allows iPhone and iPod touch users to track their weight loss and search and log nutritional data for over 100,000 foods, popular exercises and healthy recipes.
Training and consulting firm The Laredo Group has tapped Influence Collective founder Kendall Allen as Vice President.
TLC announced that Laura Staro has been promoted to SVP/Research. She is based at the network’s headquarters in Silver Spring, Md and reports to GM Amy Winter.

Digital platforms have helped revive America’s favorite pastime by helping fans follow their teams out of market and on the road. Major League Baseball‘s subscription-based MLB.TV video package has launched for the 2011 season and announced the milestone of delivering 1 billion live video streams since its inception. A quarter of the total were delivered via the web, OTT device, iPad, Sony PS3, iPhone or Android last year alone, according to MLB Advanced Media. The price of the package will remain the same this year – $100 for the basic package and $120 for the premium, which includes picture-in-picture, home and away feeds and other goodies. There’s been no official word about the At Bat audio and video streaming app for the iPhone and iPad ($15 each last year), but presumably the prices on those will remain the same. Apple announced that the MLB At Bat was the highest grossing app for 2010, the first year it offered access to MLB.tv subscriptions.
Clarification: The Sneakyshot app was created by a NY-based web start-up named OMGICU founded by Hugh Dornbush, which is working on a broader-based app and website around the idea of celebrity sightings. Addictive Networks is a digital production house co-founded by Alex Lasky, who worked on the Sneakyshot app with Hugh.
