The Dept. of Commerce has thrown its hat into the online privacy debate, introducing a new set of principles designed to act as a consumer online privacy “Bill of Rights.” Introduced by Commerce Secretary Gary Locke, the “Fair Information Practice Principles” outline steps to increase transparency, articulate stated purposes for data collection and outline clear commitments for the collection and usage of this data. The guidelines (based on the Federal Privacy Act of 1974), while preliminary, are an attempt to clarify a mishmash of policies and are the clearest indication yet of the Obama administration’s intention to codify online privacy laws.
 

~ MULTIPLATFORM CONTENT NEWS ~

 
Yahoo and Reveille are building upon the Who Knew? online video franchise with a new celebrity-themed version of the round-up featured on Yahoo’s omg! entertainment news site. The Who Knew? series has racked up more than 71 million streams since its launch in April on Yahoo News.
 
FoxSports.com
and NESN struck a new digital content agreement making NESN.com the official supplier of Boston-based news and video on FoxSports.com. In return, FoxSports will feature links to NESN stories.
 
Universal Networks International
announced the acquisition of “Riese: Kingdom Falling” to be distributed across UNI’s international websites. Syfy.com began airing the series, distributed by ContentFilm plc’s Fireworks International, at the end of October with the geo-blocked episodes scheduled to air on the digital platforms of the Syfy Universal channels, beginning in Jan. 2011.

A new ad measurement tool called AdKeeper founded by About.com founder Scott Kurnit provides a new metric for measuring online ad performance based on identifying the most effective online publishing environments for future ad buys. With one click of their mouse, consumers will be able to place ads of their choice into personal “Keepers,” they can return to later to save, sort, sift, share, rank, review, click, print and buy online from the ads they have specifically selected. 
 
XA.net
announced it is integrating OneScreen‘s Media Platform technology into the XA.net platform to offer companies a way of delivering rich video placements across the web at scale. XA.net’s real-time and exchange inventory claims 95% coverage of all US online users via integrations with AdBrite, AdMeld, ContextWeb, Doubleclick AdX (Google), PubMatic, Google Adwords, Yahoo! Right Media and Rubicon Project
 
Eager to stave off FTC-legislated regulation, the Digital Advertising Alliance endorsed DoubleVerify as an approved provider for the Ad Choice Icon – a tag on online ads that provide consumers with information for why and how an ad was behaviorally targeted.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Tribune Media Services (TMS) has acquired San Francisco-based video search, indexing and data technology provider CastTV for an undisclosed amount. The deal gives TMS customers access to Cast TV metadata necessary to create entertainment-discovery guides that direct consumers to programs available on linear, on-demand and online video platforms.
 
Remember that contest Google announced earlier this year, offering to wire a selection of towns with high-speed fiber for free? The winning towns will have to wait a little longer to find out, as Google announced it has had to delay the selection process due to the overwhelming response. (Nearly 1,100 towns and cities responded.)
 

~ TRENDS, RESEARCH, ETC.  ~

 
Smartphones are now second only to laptops among senior corporate executives, according to a new Forbes Insight/Google study. Some 82% of executives carry some kind of smartphone while 28% use both a BlackBerry-type smartphone and a browser-bases smartphone (such as a Droid or iPhone) for business purposes. Executives under age 40 are leading the charge to use mobile devices for both work and pleasure, as more than 70% of this demo says that they’d rather make business purchases on the mobile web than over the phone. More than half of senior executives (54%) share videos with colleagues at least weekly, and receive work-related videos as often.

Cuddly mobile content platform Chumby has introduced a slightly scaled down $4.99 Android app offering access to much of the content delivered by the $120 device. The app connects to users to their Chumby account to provide access to more than 1,500 Flash-based apps in 30 categories.
 
Google Labs
unveiled a handy new visualization tool called the Google Books Ngram Viewer, a search tool that combs the Google’s 15 million-volume storehouse of digital books to gage what subject matters have been written about in the languages of English, French, German, Russian, Spanish and Chinese. The tool searches back to 1920.

Microsoft announced a variety of updates and improvements to its Bing search engine this week, introducing even more social elements into the mix. The company will now bake more user recommendations into its search results, drawn from Facebook entries and other data, to help users discern what is moving up the ranks in popularity. (Microsoft struck a deal with Facebook in Oct. giving it access to the posts of the social networking site’s 500 million + members.) The Redmond, WA-based company also updated its Windows 7 mobile search tools and announced a new Bing mobile app for the iPhone, allowing users to access third party services such as restaurant sites OpenTable or Grubhub, check in or update their status on Foursquare or conduct location-based searches with a new mobile mapping feature called Bing Streetside. Bing continued to see its search market share climb, if ever so slightly, in Nov., according to ComScore, increasing .3% points to account for 11.8% of U.S. searches. Google enjoyed a 66.3% share for the month.
