President Bush signed the Prioritizing Resources and Organization for Intellectual Property Act on Monday that steepens the penalties for copyright infringements and establishes a “Copyright Czar” within the executive branch to oversee enforcement efforts. The bill, which has been criticized by consumer groups for benefitting only media companies and not artists, passed the Senate after a provision requiring the Dept. of Justice to enforce violations was removed. Several industry groups applauded the measure including the MPAA, the Recording Industry of America (RIAA) and the Copyright Alliance.

~ MULTIPLATFORM CONTENT NEWS ~

 
Starz Media announced its first international digital licensing deal to distribute a selection of anime, horror and action animation movies to the Xbox Live platform in the UK, Ireland and Canada. Consumers can rent the titles for up to 30 days, and can watch them as many times as desired within 24 hours of starting each title.
 
Talk about putting your money where your mouth is. Hubbard Media’s ReelzChannel is offering money back guaranteed movie picks during the network’s daily entertainment show TV Dailies, hosted by Sam Rubin. If you order one of his picks from your cable or satellite company as a PPV selection and don’t like it, Reelz will reimburse you for the amount you paid.
 
iVillage sourced its female-skewing online audience for practical questions to ask CNBC’s Carmen Wong Ulrich this week about the economy and personal finance. Editors will be spotlighting the original videos in iVillage Beehive blog posts as well in the site’s House Calls blog posts.
 
Call for content: Ten grand will buy a lot of tricks or treats. To showcase its new Caption Splash tool MyLifetime.com is offering a $10,000 prize for the best Halloween photo and caption received by midnight on Nov. 6.

The cross pollination between the web and television continues. Albie Hecht’s Worldwide Biggies has signed on to produce 6×30 episodes of the series MoCap, LLC for Spike TV, based on the cult web series that takes place inside of a low-budget motion capture studio. (It’s that show with a fat guy jumping around in a tight blue motion suit.) MoCap is the second bigger-screen pickup for Worldwide Biggies; the studio also developed Worldwide Fido into the First Annual Worldwide Fido Awards for Nick at Night, which aired last week.
 
Widget developer JS-Kit has raised $3.6 million in a second round of financing led by Altos Ventures. The company, which builds socially-themed tools for websites, plans to use the funding to hire more staff and build a broader management team.
 
Lil’ Bush creator Donick Cary is at it again with The Adventures of John McCain and the Straight Talk Express, a new website premiering this week on Hulu, YouTube, Break.com, Dailymotion and MySpaceTV. (The Straight Talk Express is the name of the candidate’s talking bus.)
 
Wizzard Media signed a distribution deal to bring WatchMojo.com‘s catalog of more than 5,000 professionally produced one-to-three minute video clips to the Wizzard Media Distribution Network.
 
JewishTVNetwork.com set a record for its highest simultaneous online viewership when more than 120,000 logged on to view the High Holiday service and recite the Kol Nidre prayer to begin Yom Kippur, quadrupling participation from last year.
 
Green-flavored sites continue to pop up to try and do their part, despite the logjam.

  • Earthsayers.tv is a new video portal started by marketing firm RED Direct founder Ruth Ann Barrett. It aggregates authoritative educational videos about sustainability from over 30 sources
  • Ecomii is a new environmentally-themed lifestyle site created to evaluate the credibility of green products marketed to us daily. The site is chock full of tips and useful facts

 

~ GADGETS & APPS ~

 
Apple unveiled a new slimmer MacBook Pro line up of powerbooks with snazzy Mac Air-inspired stylings and faster processors. (The old plastic version will be cut to $999, a relative bargain for a Mac.) The new top of the line model features a 2.53GHz Intel Core 2 Duo processor, a 6MB L2 cache and a 1066MHz System Bus. What it doesn’t do, however, is play Blu-ray discs. Steve Jobs mentioned that Apple was waiting for the technology to become more established before OS X supports the format.
 
Makers of the handy dandy Flip Video camcorder have partnered with CafePress to create a new online marketplace to allow designers market their own cigarette pack-sized Flip Mino cameras. A design engine called the Pattern Generator provides tools to customize the outer shell of the camera.
 
Discovery Channel premieres its new show Prototype This today at 10 pm/ET. It’s all about futuristic gadgets. In the first episode the team attempts to build a road rage-proof car that restricts the engine’s performance whenever the driver’s agitation increases.
 
CBS Mobile launched a new interactive TV game with FremantleMedia Enterprises allowing viewers of The Price Is Right to play along at home. Utilizing interactive voice response technology from Telescope, the “Win-At-Home” game invites players to use their phone keypad to select from three possible MSRP options. Callers who guess correctly are entered into a sweepstake to win a prize, then pitched sponsored offers tailored to them based on user feedback.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Brightcove launched the 3rd major upgrade to its video publishing platform, adopting many of the enhancements smaller players have brought to bear in the space. Upgrades include: 

  • New media management and publishing tools to accelerate publishing workflow
  • Integration with Flash 9 to help the sometimes-pokey Brightcove player load faster
  • Customizable templates to allow developers to automate the encoding process
  • Rich suite of APIs that enable producers to integrate video with other editorial content and social media for improved SEO and increased viewer engagement and ad inventory
  • Dynamic adjusting of the bit rate to match users’ connection speeds

 
DivX signed its second deal with a major studio making about 2,000 Warner Bros. library movies available for download on a range of DiVX devices including set-top boxes and DVD players.
 
Move Networks
announced that it will support and deliver more than 400 live internet television events in the month of October. During Oct. 3-6 Move delivered a record 105 live events to IPTV viewers in 192 countries, including live college and professional sporting events on ESPN360 and primetime season premieres on Fox.com, ABC.com and CWtv.com.

Bloomberg named former Sony BMG Music Entertainment Chairman and television executive Andrew Lack as CEO of its Multimedia Group, responsible for the company’s television, interactive and radio operations. Andrew will work with Bloomberg News Founder and Editor-in-Chief Matthew Winkler and Chief Content Officer Norman Pearlstine and will report to Bloomberg L.P. President Dan Doctoroff.

opened a new sales office in Chicago and hired Kimberly Hagan as Account Manager/Advertising Sales to run it. Also joining Reelz is Dan Kelly is Director/Advertising Sales, located at the network’s Los Angeles studio offices. Meanwhile Kim Duffy and Mark Campinell have been added to the network’s New York office as Account Executives/Advertising Sales. Rarely do you get a second chance to make a first impression but Joost is trying for exactly that relaunching a brand new Flash browser-based service with a bunch of new content and a renewed focus on social functionality. (You still have to register, unfortunately, but that’s a far simpler process than having to download the client and plug in.) The new Joost brings new meaning to the generic term video sharing site. The interface is built around the concept of turning others on to what you’ve discovered on the web. You can browse the library in a number of ways; each category – shows, music and film – is broken down into genres of programming. The navigation bar to the right of the video player is a neat little discovery tool where you can access editorial picks, popular clips, random selections, etc. When you see something you like, add it to your Netflix-style Queue or Favorite List or embed “shout” tags at exact intervals within the video expressing “hot”, “lol,” “puke,” “wow,” or “wtf” sentiments. (Little Netvibes-style graphic buttons make it all very intuitive.) Your customizations are added to your JoostFeed, which can by syndicated to a number of third party social networks or platforms including Facebook, chumby, Delicious, Digg, FriendFeed, Lifestream and Meebo. The idea is to share your love and express your feelings virally. These tools could provide the secret sauce Joost needs to establish itself in an already crowded marketplace. We’ll see – content will play a crucial role as well. Joost’s new Head of Programming Danny Passman, who came over from Dailymotion earlier this year, has been working to bring in content from mainstream studios as well as “semi-professional” producers that will hopefully introduce their loyal audiences to the service. “Many of the big sites are still focused on catch up TV – we think there’s room in the marketplace for another player in this space,” said Mr. Passman.
