Here’s one of those studies that should help reduce the size of ulcers on Madison Avenue a bit. Boston College professors S. Adam Brasel and James Gips conducted two years of tests to look into how much visual information viewers pick up when forwarding through ads on a DVR. They found that consumers can still focus on product logos and brands in that fraction of a moment they are exposed to them. Apparently the trick is to make sure brand info is revealed on the center of the screen – anywhere else and it’s “of virtually no value.”

Twitter proved to offer some of the coolest new election day social tools yesterday. The Twitter VoteReport helped users monitor how the voting process was playing out in the trenches. Its Election 2008 portal offered advanced drill down options allowing you to filter through to tweets from your local area. It was fascinating to read the never ending scroll of posts from voters such as Shaquille O’Neal, who says he voted for Obama after the candidate promised him he can guard the Nuclear Football codes, whatever that means. More important, the micro-blogging portal seems to have held up despite a massive of surge from its users. Perhaps the site has solved its outage problems once and for all. TwitVote even hosted a mock poll to gage public opinion. Predictably Barack Obama led John McCain by 5 or 6 to 1 most of the day; Twitter’s user base is more than a little Silicon Valley-centric so its sample is skewed. But imagine what pollsters could do with this if the service really took off nationwide?

After reshuffling its agenda yesterday to table some issues for a later date the FCC adopted rules for unlicensed use of television “white spaces” and approved two big mergers in the wireless arena. The white space rules allow for both fixed and personal/portable unlicensed devices to access the internet utilizing unused broadcast spectrum, subject to equipment certification by the FCC Laboratory. Verizon Wireless got the O.K. to acquire Alltel Corp., clearing the way for the creation of the largest wireless carrier in the U.S. Also Sprint Nextel was given the go ahead to buy Clearwire, clearing the way for the two companies to launch the first mobile WiMAX network within the next 30 months. To get the FCC to agree to the Alltel acquisition Verizon agreed to freeze roaming rates that smaller carriers must pay to connect to its network for a period of at least 4 years.
