House Democrats heaped criticism on Google and Verizon’s “industry centered” net neutrality plan on Monday, warning against “cable-izing” the internet and calling on the FCC to move ahead with its “third way” proposal to regulate broadband. Congressmen Ed Markey, Anna Eshoo, Mike Doyle and Jay Inslee outlined 4 priorities for the legislation, including reclassification of broadband as a Title II service, prohibiting paid prioritization, including wireless services in the regulations and warning against “managed services” exceptions that would create a loophole for content producers and distributors.
NBCU, Fox and Disney joint online video venture Hulu is preparing for an IPO this fall looking to raise more than $2 billion in funding, reports the NYTimes. Hulu is on track to more than double the $100 million it earned in revenue last year and is getting ready to launch a multiplatform subscription service for $9.99/mo.

Apple‘s newly launched interactive iAd service is a little slow taking off with only two of the program’s original 17 launch partners – Unilever PLC and Nissan – getting around to launching a campaign, reports the WSJ. One reason is that the control freaks at Apple are keeping a tight reign on the creative aspects of the platform, with mobile campaigns taking 8-10 weeks to pull off from gestation to launch.
India-based digital marketing conglomerate Ybrant Digital bought what’s left of search and email brand Lycos from South Korea’s Daum Communications for $36 million in cash.

Traffic from the explosion of smartphones and other connected mobile devices will expand data traffic by a factor of 30 in the coming years, meaning that offloaded data will expand 100-fold by 2015, according to an alarming new study from ABI Research. About 16% of mobile data is diverted from mobile networks today, but that is expected to increase to 48% by 2015. Several approaches and technologies will play specific roles in relieving network congestion, including better compression, Wi-Fi, femtocells, mobile content delivery networks and media optimization.
Recognizing that the iPad is a perfect companion for the TV junkie, TV Guide Digital has launched its own free iPad app developed with Roundbox featuring a customized programming grid, social features and entertainment news and editorial from TVGuide.com. The app makes it easy to share what you’re watching by integrating Facebook and Twitter buttons in with the listings grid. Premium network Showtime is the exclusive launch sponsor. TV Guide says over 1.3 million iPhone/iPod Touch users have downloaded its listings app.
An elegant TV discovery engine/sharing solution for the iPhone is Tunerfish‘s new iPhone app, which also allows you to share what your watching via Facebook or Twitter (simply touch the I’m Watching button and choose from a pull down menu of programs) and see what shows are trending up and down among your friends. Tunerfish, also in the works for the iPad, was developed by the team that built Plaxo, acquired by Comcast in 2008.
G4 extended its mobile brand to Android with a new free app featuring gaming news, trailers, reviews, tricks, cheats and video clips from G4 shows.
Former top creative executive David Madden has been named President of Fox Television Studios after overseeing development of such shows as USA’s Burn Notice and FX’s The Shield. He replaces Emiliano Calemzuk, who resigned last week to become chief executive of the U.S. arm of UK-based production studio the Shine Group.
Cameron Death has been upped to SVP/GM of NBC Universal Digital Studio, which creates and distributes original digital content for advertisers across multiple NBCU platforms. Cameron will continue to report to Vivi Zigler, President, NBC Universal Digital Entertainment.
MTV Networks veteran Friday Abernethy has been named EVP/Affiliate Sales and Marketing for TV Guide Network, effective immediately.
Michael Grover and Cindy Slocki have joined the marketing department of Discovery’s new The Hub network both reporting to Greg Heanue, VP/Marketing and Promotions. Michael has been named Director, Consumer Marketing and Cindy joins as Director, Integrated Marketing Solutions.
Online video platform OneScreen has hired Biff Burns for the newly created position of VP/Sales and Marketing. Biff came from direct response TV ad agency Mercury Media and will be based in the start-up’s Boston office.
Social gaming companies are the hottest online properties at the moment with the big studios like Disney (which snapped up Playdom for up to $763 million) and EA (which gobbled up Playfish for up to $400 million) rushing to make sure they have one before they’re all gone. Of course the big tuna in the space is Farmville creator Zynga which, with the hiring of Owen Van Natta, seems destined for an IPO. England-based online and social gaming company Zattikka, purveyor of addictive little games like Saucer Panic, recently secured $5.5m in funding through its parent company Expedite 5 and has added a new executive of its own to its ranks. (Former UK Head of Business Development at Amazon.co.uk, Dave Mutton, has been appointed as VP/Sales and Marketing.) Zattikka may be one to watch because its games are fun and its management seems to understand just how mercurial the space is. In a new interview with MCV, Zattikka CEO Tim Chaney says that the company is quietly acquiring more IP-based companies in the hopes of finding the next big breakthrough game. And with the elimination of “spamming off the Facebook activity page,” the cream will end up rising to the top.
