The Obama Administration is pushing for new legislation to protect the personal data of internet and mobile application users, according to testimony given by NTIA asst. secretary Lawrence Strickling to the Senate Commerce Committee yesterday. Committee member John Kerry (D., Ma.) pledged to move forward on creating a consumer “Commercial Privacy Bill of Rights” in short order. The FTC released a report on Dec. 1 calling for a “Do Not Track Option” to be provided on web browsers and since then Mozilla, Google and Microsoft have all unveiled different opt out options. Meanwhile, a coalition of consumer groups warned against giving industry leaders too much say in the developing privacy codes.
Netflix is in talks to acquire and exclusively distribute its first original TV series a drama based on the novel House of Cards, about a British politician vying to replace Margaret Thatcher starring Kevin Spacey and directed by David Fincher (“The Social Network”). Under the terms being bandied about, Netflix would have the right to distribute the series online before any other outlet carried it. The company could pay more than $100 million for the 26 episode, 2-season show, according to Deadline.com.
Samsung unveiled a partnership with DreamWorks Animation to deliver VOD selections of 3D content to broadband-equipped televisions in Korea running the Samsung Apps platform. Films, movie trailers, music videos and children’s educational shows will be offered. The company also plans to expand the service to Europe and the U.S. in the coming months.
In-group text message, photo and location sharing app Group Me (tagline: “Your Real Life Network”) won the award for Breakout Digital Trend at SXSW this year. The group messaging category, which allows you to easily group friends together and keep in touch via text message, has been one of the fastest growing in recent months. Other winners included:

- Repair Wiki IFixit won for best Community resource

Daily deal site Groupon offered its first movie ticket deal in L.A. yesterday, offering a half price (non IMAX or 3D) admission to Matthew McConaughey starrer “ The Lincoln Lawyer” for $6.
The 4A’s, BlackArrow and a group of networks, agencies and researchers are mounting the Advanced Advertising Media Project (AAMP), a new campaign to measure the impact of advertising within free VOD programming. Phase one will involve interviewing industry insiders regarding perceptions and opportunities. Phase Two will involve lab research to test consumer experience.
Cross MediaWorks‘ mobile advertising division announced a new initiative with Broadcast Interactive Media to offer clients a toolbox of native smart phone apps. BIM’s app toolbox will give local media sites the ability to feature content channels that are monetized through local and national ads, delivered via the BIMLocal ad network in combination with Cross MediaWorks’s clients.
Location-based app Loopt says it saw a 33% bump in check ins for its real-time SXSWi reward alerts, launched with partners including TiVo, Southwest Airlines and Microsoft. Push notifications were also successful. For the Southwest Airlines reward specifically, Loopt saw 22% of people who got the phone notification drop what they were doing to come and get the reward.
Mobile video ad network Rhythm New Media has launched two IAB standard plug-and-play ad units, a Leaderboard & a Medium Rectangle ad, built for the iPad. Both units can display up to 8 minutes of full-screen interactive video and require no extra resizing work, says Rhythm.
Google’s YouTube has acquired technology start-up Green Parrot Pictures, a Dublin-based firm that specializes in cutting edge video restoration, enhancement and conditioning techniques to improve the quality of video streaming.
Broadcast/cable software company VDS has launched a new turnkey system that allows programmers to host interactive events around broadcasts to boost ratings. The “Watercooler” suite can be used to generate a “playlist” of social media content to be distributed on Facebook or Twitter posts timed for specific moments in the broadcast or during a commercial spot.
Turner Sports is working with Los Angeles-based developer Thought Equity Motion to index classic full length NCAA Tournament games so that they are accessible via search and sharable via social networks. The NCAA Vault has been expanded to include games and buzzer beaters back to the 70’s and the new Classic 68 Bracket allows fans to vote for their favorite classic game through multiple rounds.
Research firm In-Stat released a study today predicting that over 100 3D channels will be available worldwide by 2014. Channels delivering sports, movies, documentaries, and music will enter the 3D realm first, followed by traditional channels. A reduction in 3D production costs will help to spur growth in the sector.
Motorola is releasing a 32 GB Wi-Fi only version of the Xoom tablet in the U.S. on March 27, priced at $599 – the same price as an iPad with the same amount of memory. The 10-inch screen Xoom, the first device to run Android 3.0, has been praised for its fast processor and feature set but its $799 without-a-contract price has scared off most buyers.
Sports Illustrated launched a new series of free apps delivering scores, photos, stats and analysis from top sporting events, including the NCAA Tournament kicking off today. The Front Row App is available for iPhone, Android and iPad via a section via the personalized Flipboard magazine app.
Check out this new selection of apps on the iTunes store that are AirPlay enabled. (AirPlay allows iOS users to stream video from their device to the TV sets using the new Apple TV box.) AirPlay enabled apps include free apps Vevo, ESPN the Magazine, Discovery Channel HD and Martha Stewart Makes Cookies and iMovie ($4.99 each.)
Forbes Media has upped Michael Smith to the newly created role of Chief Digital Officer, leading the reorganization of all Forbes IT departments including IT Systems, Multi-Platform Development and Digital Strategy. Michael will report to SVP & GM Scott Masterson and retains his operating responsibilities as President of Forbes.com.
Gannett has tapped ShortTailMedia co-founder David Payne as its new Chief Digital Officer, replacing Chris Saridakis who left the company last year. David also served as SVP and GM of CNN.com from 2004-2008.

Social media has proven to be an indispensable tool in raising money for relief efforts such as the Japan earthquake and Tsunami, effective in both spreading the word and collecting actual donations. Building a higher social profile was one of the chief goals of interactive ad firm AgencyNet when it designed a new website (pro bono) for the non-profit Pencils of Promise, dedicated to raising funds to build new schools in developing nations. The site offers several touchpoints to involve the user more directly with what the money is actually is going towards; Microsoft’s Photosynth app allows you take a virtual tour of the Xienglohm Preschool in Laos, for instance – one of 21 completed projects. It also encourages visitors to donate money, create their own fundraising events or post information about the group on Facebook or Twitter. A donation tool estimates how many days of a child’s education your pledge will fund. The social component has helped increase Pencils of Promises’ membership by 250% since the relaunch in Oct. and helped boost donations by 31%, according to AgencyNet’s Valerie Brown.
