Good morning. It’s Monday, September 26, 2005, and this is your first early morning briefing.

If you’ve recently invested in a new television series called DHS which stands for Department of Homeland Security, produced by Steeple Entertainment’s Joseph Medawar, and believed the show was endorsed by the President of the United States as well as Tom Ridge, and believed a number of episodes have already been produced and the show has been sold in well over a hundred countries …. then you were bamboozled. Medawar was picked up by the FBI on Friday and charged with mail fraud and obstruction of justice. Apparently, Medawar had raised more than $5 million from 70 or more investors, and as far as the FBI can tell, nothing has been produced, nor were any steps taken to produce a series. And as far as the FBI can ascertain, the President has not endorsed any new shows currently in development. The investigation is ongoing.

To reach the elusive young teenage television viewer, common thinking these days is use a cellphone. Mobile videogame publisher Gameloft will be doing just that with the Fox series The O.C., according to Hollywood Reporter, with the first set to launch in 2006. The game will allow its users to either take over one of the main character roles in the show, or create an entirely new character to play, and playing and interacting within The O.C. world.

Scott Stevens was the weather guy at KPVI / Pocatello up until last Friday. He was fairly popular in the market, and by all accounts did his job well. He also has been working on a theory for some time, a theory that recently caused him to quit his job at the station so he could devote all of his time to further investigation and development. Stevens believes the Japanese mafia, using a machine developed by the Russians in 1976, created Hurricane Katrina, and then directed where it would make landfall. Stevens’ theory apparently runs afoul of the law of thermodynamics – that is energy can’t be created or destroyed, according to scientists who know a lot about this sort of thing. Yet, Stevens contends the cloud formations in this storm and others previous storms, were “unnatural” which is what tipped him off that something quite unnatural was happening. He lays the whole shebang out for you on his website at weatherwars.info where he also asks for your donations so he can continue with his research.

The Apprentice is taking its case to court instead of the boardroom. The reality show’s producers are suing an Israeli television station for allegedly pinching their format idea to produce the Israeli show The Ambassador. Suit has been filed by Mark Burnett Prods and Fremantle Media against Israel’s Keshet Productions in a Tel Aviv court. The plaintiffs claim the Israeli show includes several similar features such as a comparable conference room, contestant and rule presentations, contestant groupings (also male and female) and even using Donald Trump’s hands in The Ambassador’s promos. In The Ambassador, fourteen contestants are challenged with presenting Israel in the best way to an antagonistic group of global viewers at several locations. The winner will receive a job at a U.S. Jewish organization. Keshet is reportedly planning on producing a second season of The Ambassador.

Touchstone Television has signed a 3 year production deal with prolific producer Steven Bochco. Bochco brings a couple of deals he currently has on the table with WB and Fox to Touchstone with him.

FX has added Forest Whitaker to the cast of The Shield in a regular role as a new detective to the Internal Affairs unit. His directive is to investigate Michael Chiklis’ character as well as those he oversees.

Writer/producer Richard Shepard has signed a development deal with Touchstone Television, says Variety, to direct a new pilot for the studio. This follows the debut of the new CBS drama Criminal Minds, directed by Shepard.

* EXECUTIVE MOVES *

Warner Bros. Television Group (WBTG) has upped Lisa Gregorian to EVP/Worldwide Marketing. In this newly created position, Lisa will collaborate with the company’s internal marketing units and its global networks on promotional and marketing growth for all WBTG’s assets including the network, domestic syndication, worldwide distribution, home video and emerging television marketplaces. In addition, Lisa’s marketing office will offer support and for the marketing initiatives for Warner Bros. Television, Telepictures Productions and Warner Bros. Animation series and TV windows for theatrical titles as well as oversee The WB Television Network’s internet presence. She was previously SVP/Warner Bros. Television Creative Services.

* RATINGS *

Thursday — A18-49 Analysis: On the strength of its full 8-11p schedule, CBS dominated on Thursday night according to final ratings from Nielsen Media Research. CBS led with a 7.6/20, over NBC 4.8/12, Fox 2.7/7, ABC 2.2/6, UPN 1.9/5, WB 1.1/3. At 8p Survivor earned a 6.1/17 in its second week. The premiere of Everybody Hates Chris on UPN tied with the one hour premiere of Joey on NBC, each earning a 3.3/9. Love Inc. at 830 on UPN dipped from Chris’ lead-in by 4 share points, scoring a 1.9/5. At 9p the premiere of CSI delivered a 10.2/25, more than doubling the premiere of Donald Trump’s The Apprentice with an 11 share. Eve and Cuts also debuted 9-10p on UPN, earning a 1.4/4 and 1.2/3, respectively. The results show of the Dancing with the Stars rematch was a soft 2.6/6 from 8-830p. At 10p the series premiere of Criminal Minds outpaced ER by a single share point, Minds averaging a 6.5/17.

Friday — A18-49 Analysis: CBS led on Friday night according to fast affiliate ratings from Nielsen Media Research, posting an overall 2.8/9 among A18-49. ABC was #2 with a 2.4/8, followed by NBC 2.3/7, Fox 1.8/6, UPN 1.4/4, WB 1.0/3. CBS won the 8p hour and tied both the 9p and 10p hours with ABC. At 8p the premiere of Ghost Whisperer delivered the win with a 2.9/10, ahead of Dateline’s 2.1/7, Super Nanny’s 1.8/6, and the one hour premiere of Bernie Mac with a 1.7/6. At 9p ABC, CBS and NBC all tied, each earning an 8 share, while Fox’s Killer Instinct premiere followed with a 5 share. At 10p the premiere of Numb3rs and 20/20 tied, each earning a 9 share, followed by NBC’s premiere of Inconceivable with a 2.2/7.

At 8p Fox’s back to back Cops won with a 2.2/7, over CBS and NBC’s 6 share. The ABC News Special earned a 5 share. At 9p NBC and Fox tied, each earning a 2.3/7, whereas CBS’ Without a Trace came in third. At 10p NBC won the hour outright with a repeat of Law & Order: SVU earning a 2.8/9. The premiere of CBS’ 48 Hours Mystery tied with the last hour of ABC’s movie, with a 6 share.
