Good morning, it’s Monday, March 15, 2010, and this is your first early morning digital briefing.

After trying to reconcile with Chinese authorities over censorship rules, Google is poised to pull its search engine from China according to a report in the Financial Times – the world’s largest internet market with an estimated 384 million users. Last Friday Li Yizhong, China’s Minister of Industry and Information Technology, fired a warning shot across the bow of Google stating that foreign companies would not dictate terms or flout the country’s laws. Government officials have also warned Google’s partners that they should prepare for backup plans if Google stops censoring the results of its searches. If Google exits the search business in China the move will likely hamper its ability to law the groundwork in other important areas, analysts say. 
 

~ MULTIPLATFORM CONTENT NEWS ~

 
Qualcomm’s FLO TV mobile broadcast TV service has expanded its partnership with Turner Broadcasting to add CNN Mobile to its line-up, a channel which includes programming from CNN/US, CNN International, HLN and CNN.com. The channel will be available on the FLO TV Personal Television and FLO TV Auto Entertainment platforms, in addition to the FLO TV package offered via AT&T Mobile TV.
 
The ESPN Mobile TV service has completed a carriage deal with Sprint to add the channel to the Sprint TV video service. ESPN Mobile TV will feature live access to more than 800 live events this year including the 2010 FIFA World Cup, MLB, NBA, Grand Slam tennis, college football and basketball.
 

~ INNOVATORS & START-UPS ~

 
Citing privacy concerns, Netflix announced plans to end the second edition of its crowd-sourcing Netflix Prize competition that sought to make improvements to its movie recommendation engine. The company, which announced plans last year to publicly release data containing customers’ ages, gender, zip codes and previously rented movies, was forced to defend its position in a lawsuit and became the target of an investigation by the FTC.
 
As location-based services like Foursquare steal the spotlight, Twitter unveiled a new tool giving users the option of revealing their locations while they Tweet. The feature is initially being offered to U.S. users with plans to expand it to other countries in the future. Click here to learn how to turn the option on.
 
Paris-based Zimbalam is a new digital music distribution service that provides artists with streamlined access, tracking tools and marketing widgets to 25 of the top online music outlets including iTunes and Spotify. Artists pay a flat $30 annual fee for the first year ($20 thereafter) but get to keep 100% of the proceeds generated from music sales.

~ DIGITAL ADVERTISING ~

 
A new online ad management platform dubbed AppNexus officially launched on Friday that allows advertisers to analyze and bid on ad impressions on the fly. Trialed by eBay for a full year before launching, AppNexus dynamically examines the suitability of a given impression to determine what the ad is worth to a given advertisers based on pre-set parameters. The company also utilizes data from third party providers to determine what the user has been doing online. The New York-based start-up was founded by veterans of ad exchanges at Yahoo!’s Right Media and Google’s DoubleClick with venture capital from investors such as Marc Andreessen and Ben Horowitz.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Days before Tuesday’s unveiling of the FCC’s new broadband plan, former FCC Chairman Reed Hundt gave a speech at Columbia University stating that the plan will reflect the end of broadcasting and the beginning of the internet as the nation’s new common communications medium, per TVNewsCheck. Whereas in previous eras the government had been committed to expanding spectrum for broadcasters as they prepared for the switch from analog to digital, he said the new administration is “moving in reverse.” He also noted that internet is a richer, more interactive and a more democratic “disintermediating medium” that does not require the distribution intermediaries that broadcast has created.

Chairman Julius Genachowski pledged to examine existing rules governing fee disputes between broadcasters and cable operators in a Senate hearing on the Comcast/NBCU merger, per the WSJ.
 

~ TRENDS, RESEARCH, ETC.  ~

 
The volume of daily video streaming is the U.S. is 33% higher on the weekends compared to during the week, according to online video ad company ScanScout‘s monthly Online Video Insights report which analyzes trends by key video categories, audience segments, day parts and demographics. The video categories that received the biggest weekend lifts were Travel (+53%), Auto (+42%), Sports (+42%), Food & Drink (+42%), Home (+39%), Computer/Tech/Games (+38%) and Entertainment/Music (+32%). The most viewed video subjects in Feb. were Winter Olympics and tax-related videos with a Shawn White video topping the list. The Shutter Island trailer was the top viewed Entertainment/Movie clip.
 
The launch of Apple’s iPad tablet along with a plethora of other tablet devices will lead to the shipping of 89.9 million tablet PCs worldwide by 2015, with 78% deploying a multi-touch interface and about one-third being 3G-enabled according to IMS Research.
 
Online video usage declined by nearly 7% month-to-month in Feb. in the U.S. but still topped 10 billion streams, according to Nielsen with top video portal YouTube seeing a decline of over 10% in streams. Time spent per viewer also declined slightly overall. Hulu led all providers in terms of time spent per viewer averaging 244 minutes/per viewer, followed by ABC Family with 203 min./viewer. The fastest growing brands in terms of unique viewers for the month were CNN Digital (up 30.6% to 13.5 million) and Microsoft’s MSN/WindowsLive/Bing services (18.9 million, +21.4%).

~ WEBSITE OF THE DAY ~

 
Following complaints from consumers that actual broadband speeds vary considerably from their ISP’s advertised rates, the FCC launched a new broadband speed test site at broadband.gov to give consumers a trusted source with which to test their connections at various times during the day. (Actual speeds have been known to lag by as much as 50% or more at peaks usage times.) The test is performed by a basic Java applet that is free to download. Before you call your provider to complain about slow speeds, you may want to check out a few more testing options to arm yourself with additional data. Justin Beech’s DSLReports.com (which works for any broadband service) is one of the longest running testing/forum sites that allows you to record your testing histories and compare them with other customers in your footprint. The site also contains dozens of additional tools to help determine what else may be slowing you down. Speedtest.net from net metrics provider Ookla is another good site featuring a more visual interface.
