Cynopsis: DIGITAL 10/01/10 Good morning, it’s Friday, October 1, 2010, and this is your first early morning digital briefing. If you would like to read this or any other Cynopsis edition online, click here. The Net Neutrality bill that President Obama and the FCC have so publicly backed took a hit late Wednesday as Joe Barton, ranking Republican on the Energy and Commerce Committee, refused to support the bill. The measure would have given the FCC power to prevent ISPs like Comcast from giving preference to its own content and limiting the capacity of consumers trying to view rivals’ fare. The development renewed calls for FCC Chairman Julius Genachowski to move on to a “third way” to gain legislative sway over internet service providers – reclassifying the transmission of data as a telecommunications service that the agency could directly regulate. ~ MULTIPLATFORM CONTENT NEWS ~

Developers are coming around to Google’s Android mobile operating system to the point where they prefer it over Apple’s iOS long term, according to a new survey of 2,400 developers from IDC. Some 72% of developers say Android “is best positioned to power a large number and variety of connected devices in the future,” compared to 25% for iOS. As a result, 59% of developers now favor Android’s long-term outlook versus 35% for iOS, with this gap widening 10 points since a similar survey in June. Developers show interest in both platforms for tablet devices, with 62% expressing strong interest in Android-based tablets after 58% expressed similar interest in the iPad last Jan. Developers also show enthusiasm for connected TVs, with 44% saying they are “very interested” in developing for Google TV versus 40% for Apple TV. From an advertising perspective, iAd (52%) led AdMob (36%), with developers preferring iAd’s richer ad units and higher click-through rates. Major label music video site VEVO continued to make strides in Aug., attracting 45 million unique viewers and averaging an impressive 69 minutes of viewing/viewer for the month, according to ComScore – second only to YouTube with nearly 270 minutes/viewer. Google Sites also had the highest number of overall viewing sessions with 1.9 billion. Facebook edged out Yahoo sites with 58.5 million uniques and 243 million viewing sessions.

Art programming is one genre that could be better suited for the web than for television, at least until interactive features become more widely available and easier to deploy across providers. This is apparent in the companion website for Thirteen‘s 13-part series “Art Through Time: A Global View,” featured on the educator-focused learner.org. Co-produced by Annenberg Media, the site could be seen as a blueprint for future interactive television explorations of visual subjects; each episode is streamed along with extensive jpegs of the art discussed. The best way to experience the site is to watch the episodes on the extracted video player (click on the symbol with two squares), freeing you up to click on works of art that can be magnified through a separate viewer. Audio commentary from curators and other experts are also available in audio files. Along the lines of Joseph Campbell’s “Hero With a Thousand Faces,” the series looks at contextual, thematic and historical connections between Western and non-Western art, drawing interesting parallels between traditions that have had little or no contact.
