Another anti-piracy bill was introduced in the Senate this week authorizing the Justice Department to file civil lawsuits against peer-to-peer file sharers. Dubbed “the Pirate Act,” a similar bill was introduced in 2004 at the urging of agencies such as the MPAA. This updated version seems to have more teeth, providing for the creation of an FBI task force to investigate intellectual property violations.
ION Media Networks will launch ION Television HD during the first quarter of next year, simulcasting ION’s full line up of shows in the 720p format.
Insight Sports’ World Fishing Network (WFN) landed its first carriage agreement with Verizon’s Fiber-to-the-home FiOS TV service. The network will be available in a total of 12 states beginning this week including California, Massachusetts, New Jersey and New York.
Acculturated Hispanic network Sí TV launched a new community site for its music show Jammin to attract the work of unsigned bands. Jammin.sitv.com is hosting a contest offering entrants a chance to appear on Sí TV, make a music video and win $10,000 in cash.

Mobile social media start-up ShoZu unveiled a new version allowing users to share videos from YouTube and photos from Flickr from their mobile phones. The free service is compatible with a growing list of phones.
Warner Bros. Home Entertainment is acquiring UK-based games publisher TT Games for an undisclosed amount. TT’s Lego Star Wars series sold more than 12 million copies worldwide. The company is already working on a Lego Batman game based on the film franchise.
Sprint and Clearwire are stepping away from their agreement to jointly build a nationwide high-speed wireless broadband network based on WiMax technology, reports The Wall Street Journal.
After threatening to sue YouTube and other major sites for copyright infringement, the artist once again known as Prince has served legal notice to a trio of Prince fan sites to remove all images, lyrics and likenesses of the singer. The communities at housequake.com, princefans.com and prince.org are fighting back at what they see as a violation of freedom of speech.
Cablevision lost 16,000 basic subscribers in the 3rd quarter but managed revenue growth of 9% to $1.5 billion, thanks to increases in digital video and high speed data subscribers.

The Google/DoubleClick merger met with resistance from Republicans this week. Members of the Subcommittee on Commerce, Trade and Consumer Protection sent a letter requesting an emergency hearing to the FTC, claiming the deal had “enormous” privacy implications.
The latest eMarketer internet advertising forecasts are more bullish than ever, projecting that online advertising will double as a percentage of total media in the next four years and rise from $21 billion this year to $42 billion in 2011. The benchmarks are based on data from the Interactive Advertising Bureau and PriceWaterhouseCoopers.

Tivo enhanced its consumer DVR ratings service with the launch of PowerWatch, adding commercial ratings data and demographic information to its StopWatch show rankings service. The panel anonymously measures 20,000 voluntary Tivo households, providing info on who is watching and skipping ads and what their viewing preferences are.
Douglas Warshaw, Co-Founder of Motionbox, was appointed to Chief Digital Officer of Maxim Digital. Douglas will oversee content and technology at Maxim.com, Blender.com and Stuffmagazine.com, reporting to Maxim CEO Kent Brownridge.
Given the times, WGA writers are utilizing the web to plead their case about the strike. A video ostensibly shot from outside of the set of The Office is making the rounds in which showrunner Greg Daniels outlines the issue of payment for digital “promotions” done for the web. (The Office shut down this week after star Steve Carell refused to cross the picket line.) Yesterday’s posting with Emmy winner Ken Levine discusses the media’s uneven coverage of the event.
