Comcast Spotlight, the ad sales division of Comcast Cable, has rebranded as Effectv. The name change follows an evolution of the company over the past year, including the rollout of new data-driven TV advertising strategies, targeting and attribution products, cross-screen capabilities and a self-service buying platform for advertisers. “Our new name, Effectv, reflects our commitment to drive better performance for our advertising clients,” said Marcien Jenckes, President, Comcast Advertising. “By applying data to television advertising in new ways, across all screens, and making it easier to buy than ever before, we’re transforming TV advertising. We combine the targeting and measurement of digital, with the reach and impact of television.”
 
FX picked up Mayans M.C. for season three. Co-creator and exec producer Elgin James will serve as showrunner, taking over for Kurt Sutter, who exited in dramatic fashion last month. “We’re happy to continue telling the story of Mayans M.C. with our partners at Fox 21 and excited that Elgin James has earned the opportunity to become the series’ showrunner,” said Nick Grad, President of Original Programming at FX Entertainment. “Kurt Sutter identified and chose Elgin as his partner on the show from the outset, and Elgin has been instrumental to the success of the series, leveraging his experience and creative vision to make Mayans M.C. with this incredible cast, crew and creative team.”
 
The FCC gave formal approval for the T-Mobile/Sprint merger. “After a lengthy and painstaking review process, the Commission has correctly concluded that this transaction is in the public interest,” FCC chairman Ajit Pai said. “In particular, the transaction will help secure United States leadership in 5G, close the digital divide in rural America, and enhance competition in the broadband market.”
 
The Weather Channel announced the expansion of Local Now’s presence for DISH Hopper subscribers. Powered by The Weather Channel and content partners, Local Now delivers real-time, localized information about current events, weather, lifestyle, sports, business, traffic, entertainment and more. “We’re excited to expand Local Now’s presence on DISH to help build new ways for modern audiences to get local information, straight from their communities,” said Byron Allen, Founder/Chairman/CEO of Entertainment Studios, which owns The Weather Channel television network and Local Now.
 
AT&T agreed to pay $60 million to current and former customers to settle a case with the Federal Trade Commission. The FTC accused AT&T of misleading smartphone customers by charging them for unlimited data plans, then reducing data speeds if they used as little as two gigabytes of data in a month. “While it seems obvious, it bears repeating that Internet providers must tell people about any restrictions on the speed or amount of data promised,” said Andrew Smith, director of the FTC’s Bureau of Consumer Protection.

Fox Corporation entered into a definitive agreement with Nexstar Media Group to acquire three television stations for approximately $350 millionThe stations are located in Seattle (KCPQ and KZJO) and Milwaukee (WITI), in a transaction that will expand Fox Television Stations’ market presence to 14 of the top 15 DMAs. “This acquisition expands the reach of one of Fox’s core assets, our television stations portfolio, and further strengthens what is already a highly profitable and cash generative business,” said Lachlan Murdoch, Executive Chairman and CEO. “The Seattle and Milwaukee markets both overlap with key sports markets, creating significant opportunities for growth and collaboration.”
 
Courtney B. Vance (The People vs. OJ Simpson: American Crime Story) will succeed JoBeth Williams as President of the SAG-AFTRA Foundation. Williams will retire after ten years in the post.

HBO ordered an unscripted series that has famous drag queens coaching small-town residents for a one-night drag show. We’re Here comes from Stephen Warren and Johnnie Ingram and The Intellectual Property Corporation.
 
CBS Television Studios inked a first-look production deal with Propagate, which is developing several shows under the deal, including a reimagined Zorro starring a woman.
 
Meredith Local Media Group is teaming with Southern Living magazine for The Southern Living Show, launching in twelve markets in April. Meredith’s 17 stations will also air four holiday-themed Southern Living Show specials starting this month. Ivy Odom, host of Southern Living digital series Hey Y’all, is set to host.
 
SNL’s Kate McKinnon will star in and exec produce a limited series adaptation of podcast Joe Exotic, the second season of Wondery’s Over My Dead Body podcast, in development at UCP. The studio also adapted Wondery podcasts Dirty John and Dr. Death.
 
Cara Delevingne (Carnival Row) will exec produce and host an all-female practical joke series for upcoming digital short form service Quibi. Untitled show comes from Sirens Media. “As someone who watches so much content on my phone, this feels like such a perfect partnership,” said Delevingne.
 
NEW & RETURNING SHOWS
 
Hometown Horror premieres on Travel Channel Monday, November 18 at 9p. Series shines a light on murky goings-on in the shadows of small-town America.
 
New Discovery series Street Outlaws: Fastest in America launches Monday, January 20 at 8p. Racers put the pedal to the metal in Memphis.
 
Season two of animated preschool series Llama Llama will launch on Netflix on November 15, 2019. Jennifer Garner returns as Mama Llama. 
 
STREAMING
 
A new direct-to-consumer sports league platform from NBA Digital and Turner, NBA TV, will offer fans access to over 100 live games each season, as well as other original and on-demand content, for $6.99/month. NBA TV – the first linear sports league net to offer a D2C subscription service – will also offer new viewing technology like live on-screen group chats from celebrity influencers, and statistical graphics.
 
Channel 4 CEO Alex Mahon wants to make sure her network gets credit for originating shows that air on streaming channels, like The End of the F***ing World. “It’s not control of the brand, it’s the audience thinking: ‘Hey, you brought me that show, I think I might test that [other] show of yours,’” said Mahon at Digital UK’s Outside the Box conference.
 
At some point the bubble is going to burst,” predicted Veep creator Armando Iannucci, on the subject of streaming TV during the Outside the Box event. “Once people are asked to pay for Apple, Disney, Netflix and whatever, that’s going to contract.” Who’ll be left standing? The services with “a particularly strong identity,” said Iannucci.
 
Imagicomm Entertainment secured a distribution deal with The Roku Channel for INSP series The Cowboy Way. The first five seasons will be available through Roku streaming devices.
 
TECH TALK

Jellyfish continues its global expansion following investment from French group Fimalac. The deal will see data-driven specialist Tradelab (part of Fimalac Group), a leading programmatic buyer in Europe and a web analytics and optimization expert, integrated into Jellyfish. Comprised of 300 global experts, Tradelab has 120 specialists dedicated to technology, innovation and development alone, and is a Google Marketing Partner.

No hard feelings: Lance Bass will host HGTV holiday special, Outrageous Holiday Houses, on Thanksgiving Day, Thursday, November 28, at 11p. Bass, a founding member of *NSYNC – who was outbid by HGTV for the iconic Brady Bunch house, but clearly holds no grudges now – will spotlight such festive towns as Santa Claus, Indiana, and North Pole, Alaska. Special produced by Scott Brothers Entertainment kicks off with  Scott brother Drew ( Property Brothers) and his wife, Linda Phan, in LA.
 
Ellen DeGeneres will play Santa for a three-night holiday special on NBC. During Ellen’s Greatest Night of Giveaways, airing December 10, 11 and 12,  DeGeneres and celebrity pals will deliver gifts to unsuspecting people. Joining DeGeneres are Michelle Obama, Jennifer Aniston, Justin Timberlake, Robert Downey Jr., Melissa McCarthy, Michael B. Jordan, Jason Momoa, Sterling K. The International Academy of Television Arts & Sciences announced that stand-up comedian and actor Ronny Chieng, a correspondent on The Daily Show with Trevor Noah and star of Crazy Rich Asians, will host the 47th International Emmy Awards Gala, to be held Monday, November 25, in NYC.
 
Kris Kristofferson will receive the Willie Nelson Lifetime Achievement Award during the CMA Awards, airing Wednesday, November 13 at 8p on ABC.
 
Bronx comedians Desus Nice and The Kid Mero, from Showtime’s Desus & Mero, and The Bronx Brewery will collaborate on the launch of a limited-release lager. Bodega Boys Beer, named after the “Bodega Boys” podcast that put The Bronx-born duo on the map, will be available in 4-packs of 16 oz. cans at The Bronx Brewery’s Taproom & Backyard in the Bronx.

Julianna Margulies (The Good Wife) and Corey Stoll (House of Cards) have signed on to guest star in multiple episodes of the season five of Showtime’s Billions…Jackie Goldston (The Passage, Shots Fired) landed a recurring role on season two of DC’s Doom Patrol.
 
ADVERTISING
 
Advertising on connected TV devices and platforms will grow 37.6% in 2019 to hit $6.94 billion, forecasts eMarketer – and surpass $10 billion by 2021. “When looking at ad revenues, YouTube, Hulu and Roku are the leaders in this market,” said eMarketer analyst Eric Haggstrom. “Users of these platforms are likely either cord-cutters or cord-shavers. That means some TV ad buyers are willing to pay a premium to reach users who are difficult to reach via traditional TV ads. These platforms are also bulking up their targeting, programmatic and attribution capabilities in order to attract buyers from the digital world.”
 
YouTube launched Shopping ads on its home feed and in search results. Shoppers can see a carousel of images of products based on their shopping habits, and purchase them from the platform.
 
Official sponsors for the 20th Annual Latin Grammy Awards, airing live on Univision November 14 at 8p, include Bulova, the Las Vegas Convention and Visitors Authority, Mastercard, McDonald’s, Nissan, and Walmart. Mastercard is now a global sponsor after participating for the past few years as a sponsor in Latin America. Hennessy and Mondelēz International join as new sponsors. 
 
Verance and Extreme Reach announced plans to jointly bring new, household-level addressable and cross-platform reporting capabilities to market. The partnership combines Verance’s open standard Aspect watermarking technology with ER’s AdBridge, the asset management platform for TV and Video ad creative. Verance insights will be available to AdBridge clients on both the buy and sell side.

Syndicated talker Dr Phil (new season high 2.5 Live+SD national Nielsen, up 9% from the week before) skirted the ratings declines that saw some of the biggest off-net sitcoms plunge to all-time lows in the week ending October 27. Big Bang Theory hit a series low 2.7 (down 13%), Last Man Standing  was down 5%, to 1.9 and Modern Family dipped to a series low 1.4 (down 7%). Access shows were likely negatively affected by World Series games October 22, 23 and 25. 
 
CBS sophomore The Neighborhood drew its biggest audience of the season on Monday, with 5.95 million viewers, and tied its A18-49 high of 0.9.
 
Tyler Perry’s The Oval is the #1 new scripted series for general market P18-49, P2+ for all of cable TV, reports BET. The Oval and Sistas are delivering 3.3 million  gross viewers P2+ per night on a Live+3 basis (1.3 million gross viewers P18-49).
 
Hallmark Channel’s “Countdown to Christmas programming propelled the network to rank as the highest-rated and most-watched on cable for the week of October 28 among Households, W25-54, and Total Viewers, excluding news. Movies Merry & Bright and  Christmas Scavenger Hunt averaged a 2.8 HH rating, 2.8 million Total Viewers, and 473,000 W25-54.
 
Early results for the MTV EMAs, broadcast live from Spain, showed an increase in ratings where data is available among MTV’s brand demo (15-34s) of +49% year-over-year, with reach up +18%. In the UK, the average audience was up +23 percent with 1.6 million TV viewers, and in Germany, MTV saw a spike of +107% YoY.
