IBM closed the deal for The Weather Company’s B2B, mobile and cloud-based web properties. The Weather Channel wasn’t left out in the cold – while it wasn’t part of the pact, TWC will license weather forecast data and analytics to IBM under a long-term contract. What’s the forecast for the cable net? “Heading into this new chapter as The Weather Channel Television Network, we have heightened focus on innovation, first-class storm coverage and hyper-localized weather information available through our various TV platforms including: The Weather Channel, WeatherScan and Local Now,” said CEO Dave Shull. “Our ratings success during Winter Storm Jonas is a testament of our value as a unique and necessary avenue of programming.”

MTV family drama Finding Carter was canceled after two seasons. The news broke via social media on Friday, in a tweet from cast member Zac Pullam.

Writer-Producers Karyn Usher (Prison Break) and Lisa Zwerling (Betrayal) inked a multi-year overall television deal with Lionsgate to develop and produce original scripted programming through their new company Carpool Entertainment.The duo previously worked together on Presidio Med.

CBS ordered comedy pilot The Great Indoors, about an adventure reporter who becomes boss to millennials in his magazine’s digital department. Project written and exec produced by Mike Gibbons comes from CBS Television Studios.

ABC picked up the pilot for The Second Fattest Housewife in Westport. Comedy from writer Sarah Dunn (Spin City), Aaron Kaplan and ABC Studios centers on a flawed family in a “perfect” town. Pilot pickups also included drama Notorious, from Josh Berman and The Firm; Shondaland comedy Toast; Hail Mary, a comedy adapted from an Austrian series, and The Fluffy Shop, starring Gabriel Iglesias.

Red Arrow Entertainment Group acquired a majority stake in U.S.-based Orion Entertainment, expanding Red Arrow’s U.S. production base into outdoor adventure programming. Chris Dorsey will continue to lead Orion, which changes its name to Dorsey Pictures LLC.

E! pilot The Arrangement was picked up to series. Drama from Universal Cable Productions follows an actress whose Cinderella story takes a twisted turn, thanks to a sketchy self-help org called Institute of the Higher Mind. Last summer, comparisons to Tom Cruise and Scientology led an E! spokesperson to insist the show’s major Hollywood star character who is committed to the spiritualty center “is not at all inspired by anyone in particular.”

Disney XD greenlit live-action sci-fi comedy series MECH-X4 (formerly MTX!), centered on a team of heroic boys who take control of a giant robot. The series, a new genre for Disney XD, was created by executive producer Steve Marmel (Sonny With a Chance).

The CW gave pilot orders to Archie Comics series Riverdale, from Greg Berlanti (The Flash), and hour-long comedy No Tomorrow, based on a Latin American format, from Corinne Brinkerhoff and Ben Silverman (Jane the Virgin). Also getting the green light were Kevin Williams paranormal drama Frequency, from Warner Bros. Television and Lin Pictures, drama Transylvania, written and exec produced by Hugh Sterbakov (Hell and Back), and the untitled Mars project (formerly Colony) from CBS Studios and the Kennedy/Marshall Co.

HGTV ordered a hefty 52 more episodes of Property Brothers, and 13 more episodes of spin-off Property Brothers: Buying & Selling. A new season of Prop Bros. debuts Wednesday, February 17 t 9p; PB: B&S returns in July.

CBS ordered a pilot for The Kicker, a comedy from Tina Fey, Jack Burditt and Robert Carlock (30 Rock) about a quirky football player cut from his team. Project is based at Universal Television and Little Stranger.

Kids content producer DHX Media has rebranded its content creation arm to DHX Studios. The company is also building a 60,000 square foot, state-of-the-art animation studio in Vancouver, to consolidate its West Coast production operations. The facility is slated to be completed in December 2016.

Authentic Entertainment (Toddlers and Tiaras) has partnered with actor Matt Dallas and his music exec husband Blue Hamilton to produce a docu-series following the couple as they raise their adopted baby boy.

Peace Point RightsBake With Anna Olson has been renewed for a third season in 4K ultra-HD by Shaw Media’s Food Network Canada and Scripps Networks Asia Pacific. It’s Peace Point’s first 4K production.

COMING UP

The inaugural Electronic Music Awards & Foundation Show, produced by TV4 Entertainment and DJ Paul Oakenfold, will take place April 14 at the SLS Hotel and broadcast on Fox Saturday, April 23 at 8p. Trailblazers in the genre as well as top-trending acts will be honored.

The 140th Westminster Kennel Club Dog Show will be televised live on CNBC starting Monday, February 15 from 8-11p, with the competition moving to USA the following night at 8p for the final day of competition and crowning of Best in Show. USA is also offering digital access starting Monday at 8a. As part of a multi-platform partnership with Purina Pro Plan, fans can submit selfies of themselves with their pooches.

CBS is airing a live Grammys red carpet show, hosted by ET’s Kevin Frazier and Nancy O’Dell, and Shad “Bow Wow” Moss (CSI: Cyber), on Monday, February 15 at 7p (check local listings for Mountain and Pacific zones).

The season two launch of Freeform drama Stitchers is set for Tuesday, March 22 at 10p. Series is the net’s first procedural.

getTV gets in the awards show spirit with a roster of Oscar-winning Columbia Pictures features, airing every Thursday at 8p during the month of February. The series launches with a block of Frank Capra dramedies, starting February 4 with Gary Cooper in Mr. Deeds Goes to Town.

Debi Mazar and family hit the road for new series Extra Virgin Americana, premiering on Cooking Channel Wednesday, March 2 at 9p. First stop: the Grand Canyon.

ADVERTISING & BRANDS

An effort by the American Association of Advertising Agencies and the Association of National Advertisers to come up with a set of media transparency principles for the industry hit a snag when the groups “ultimately couldn’t come to terms on language,” said the 4As’s, which issued its own “Transparency Guiding Principles of Conduct.” “The advertiser group sought to go beyond developing guideline language into prescribing contract language; the 4A’s believes that should be left for discussion between individual agencies and clients and does not believe that is the role of an industry trade association,” said the group. Calling the 4A’s guidelines “premature,” the ANA said they “fail to fully or adequately reflect the best interests of marketers.”

It’s a little less cluttered on cable, according to Bernstein Research, which found a 1 percent decline in non-kids primetime advertising in 4Q15 versus 4Q14. AMC Networks’ commercial inventory was down 7 percent and Viacom dipped 4 percent. Fox cable nets rose 2.4 percent, but remained the major cable group with the lowest ad load.

Speaking of clutter, AdAge reports Viceland, the joint venture with Vice and A+E Networks set to replace H2 on February 29, is wooing advertisers with the promise of less ad clutter, as well as custom content and pod takeovers. Sources tell AdAge the net is expected to have a maximum of just eight minutes per commercial hour.

DIGITAL DOINGS

Netflix renewed MRC-produced House of Cards for a fifth season, despite the departure of the D.C.-set drama’s creator and exec producer, Beau Willimon. “After five years and four seasons, it’s time for me to move on to new endeavors, but I’m supremely proud of what we’ve built together, wish the show much continued success, and leave it in the hands of a very capable team,” said Willimon in a statement. Season four of HOC will be released March 4.

Louis C.K. sent an email to fans on Saturday directing them to his new online show with Steve Buscemi, Horace and Pete. The quirky series, set in an Irish bar, is available to download for $5 at https://louisck.net. “We hope you like it,” said C.K.

CASTING

Grace Gummer (Extant) landed a series regular role in season two of USA’s Mr. Robot. Drama returns this summer.

Jada Pinkett Smith will return to Gotham for a multi-episode arc in the second half of the season. Fox drama resumes Monday, February 29 at 8p.

Arturo Del Puerto (Ride Along 2) will recur on season two of AMC’s Fear the Walking Dead, returning April 10.

Stage actor Gabriel Ebert (Matilda the Musical) will star in Amazon pilot The Interestings, a drama from TriStar Television based on the Meg Wolitzer novel.

Archie Punjabi (The Good Wife) landed the lead in ABC murder trial drama pilot The Jury.

GLOBAL GOINGS ON

London-based TCB Media Rights sold Reelz Murder Made Famous to UKTV, CBS Reality Poland and Digicast Italy. “Real-life crime is arguably the hottest genre in factual at the moment,” said Paul Heaney, CEO of TCB.

GRB Entertainment announced deals for true-crime series FBI: Criminal Pursuit with Kinosvet for Czech Republic and Slovokia, and BBQ Pitmasters with Game TV in Canada and Foxtel for Australia and New Zealand. Foxtel also picked up 2 Fat 2 Fly, Twisted Tales of My 9 to 5, Monsters & Mysteries and The Mona Lisa Code.

RATINGS

The Trump-less GOP debate on Fox News Channel Thursday delivered 12.5 million viewers. That’s the net’s second-highest telecast ever, but down from the first debate hosted by FNC, which attracted 24 million viewers. Across town, CNN and MSNBC’s coverage of Donald Trump’s competing Iowa rally brought about 2.7 million viewers. The previous Republican debate, on Fox Business, brought in 11 million viewers.

The premiere of Fox’s The X-Files was watched by 20.3 million people in Live+3 data, a number that grows to 21.4 million counting Hulu and the Fox Now app. Among A18-49, the show hit a 7.8 rating in delayed viewing. Same day viewing was 13.5 total viewers and a 5.1 rating.

Nat Geo WILD had its most-watched telecast in channel history with The Incredible Dr. Pol‘s Saturday, January 23 episode averaging 1.5 million total viewers P2+ in L+3 reporting. The episode averaged 462,000P25-54 viewers, the series’ best performance in its target demo in six months.

Lifetime’s The Rap Game earned a series high 1.6 million total viewers in Live+3 for week four, up 23 percent from its premiere. Atlanta-set show is the youngest series currently on Lifetime, with a median age of 33.

The CW’s DC’s Legends of Tomorrow dipped one tenth in A18-49 ratings from its series premiere on Thursday, to 1.1/4. The superhero show ranked number two in the 8p hour among M18-34 (.9/2) and number three in A18-34 and M18-49 (1.2/4).

Thursday A18-49 Analysis: FOX had the most A18-49 viewers Thursday with 2.3/8, according to final primetime national ratings from Nielsen. Fox’s American Idol topped 8p with 2.3/8, followed by CBS with 2.0/7 for Big Bang Theory and 1.6/5 for Mom. Idol kept the lead in the 9p hour with 2.5/8, versus 1.6/5 for NBC’s The Blacklist. NBC emerged the demo leader at 10p with 1.3/5 for Shades of Blue; CBS’s Elementary was second with 1.1/4.

Food Network and Cooking Channel appointed three of its programming execs to take the lead in bolstering content slates. Mark Levine will lead Production as Vice President, Production for Food and Cooking, VP Jennifer Quainton will oversee Cooking Channel and Daytime Programming and VP Andrew Schechter will steer Development for both nets.

Caroline Perez was named Vice President of Development and Production at Science Channel. Perez most recently served as Vice President, Production & Development for Destination America.
