Starcom USA has tapped Chris Williams to serve as President/Chief Investment Officer. Jennifer Geisser has been promoted to EVP, Communications and Talent Relations for the Lifestyle Group (Bravo, E! Oxygen, Universal Kids and Hayu), at NBCUniversal. Geisser joined the company in 2011 as SVP, Communications for Bravo. Three other execs also landed promotions: Chloe Ellers Bremner has been upped to SVP, Communications for Bravo, Oxygen & Universal Kids; Julia Nietsch has been elevated to VP, Communications, Lifestyle Networks; and Ryan McCormick has been promoted to VP, Communications, E!.

Cadent named Les Carter as its new Chief Technology Officer. Carter was most recently Vice President of Advertising Engineering at Hulu.

Fremantle appointed Manuel Martí to the newly created position of Head of Scripted Development, Latin America. Manuel was formerly Head of Development and International Business at Polka.

IMMCO Inc. named Keith R. Hayes as CEO. Most recently, Hayes was principal o Broadband Advisors Group.

Horizon Media upped Gene Turner from Executive Vice President/Managing Partner to President of Horizon Next. “As performance media and daily optimization yield increasing returns in our data-driven world, Gene and Horizon Next are leading the way and writing the book on the future of effectiveness and efficiency,” said Bill Koenigsberg, Horizon Media President, CEO and founder. “Horizon Next has the scale, talent and proven track record to be a truly disruptive force for brands with aggressive goals and an accountable mindset.”

CBS named Natalie Ballesteros as Director, Talent and Casting. Ballestros has cast TV series and feature films during her career as a casting director.

Jeff Collins, founder and President of Collins Avenue Entertainment, is leaving the production company he founded in 2008, reports Deadline. The move comes as backer Kew Media is undertaking a strategic review of its business.

Entertainment marketing agency Northern Lights hired Executive Creative Director Joe Nichols to launch their LA office. Nichols was formerly Creative Director of Global Brand Marketing for Amazon Prime Video.

Marco Frazier was named Senior Vice President, Insight TV Studio in the U.S. He was previously Senior Vice President, International Distribution for Digital and New Platforms at AMC Networks.

Kin promoted Tejal Ajmera to Chief Operating Officer. She joined Kin as Vice President of Finance and Operations in 2014.

David Graber was upped to Senior Vice President on Cable, SVOD & Emerging Platform Strategy of Warner Bros. Domestic Television Distribution. He joined the division in 2013 as a participant in the company’s executive development program.

AMPLE Entertainment announced the launch of a dedicated true crime division and the appointment of veteran producer Tammy Wood to Senior Vice President of Crime Programming.

Thomas Overton was named Chief Technology Officer of Crunchyroll and VRV.

Boston-based video advertising company ViralGains announced six promotions and new hires. Safaa Lafnoune was upped to Vice President of Product and Brian Mulderrig to Vice President of Sales. Beth LaPlante was hired as Director of Customer Experience, while Kelsey Fritz was appointed Marketing Manager. In addition, Michael Lubavin and Alex Reuter were named Directors of Engineering.

Natalie Sandy joined Piece of Work Entertainment as Vice President of Development. She was a producer on the first season of Little America.

Portfolio Entertainment appointed Meghan Sheridan to the newly created position of Executive Director of Development in Los Angeles.

SuperBam hired Carlos Restrepo as Chief Revenue Officer. He last served as CRO of OpenSlate.
