Good morning, it’s Tuesday, September 22, 2009, and this is your first early morning digital briefing.

New FCC chair Julius Genachowski took the stage at The Brookings Institution on Monday, outlining plans to make net neutrality principles official U.S. policy as well as to extend them to wireless networks. Genachowski proposed that the FCC codify its 2005 internet policy statement, which set out four neutrality principles: that consumers have equal ability to access all lawful content, applications and services, and that they can attach (non-harmful) devices to the network. He also added the two additional principles of nondiscrimination and transparency – the former prohibiting ISP throttling and the latter insuring that providers are upfront about their bandwidth management practices. Missing in the speech were FCC strategies on how to enforce these principles in the marketplace.

, the new premium programming joint venture from Viacom, its Paramount Pictures unit, Metro-Goldwyn-Mayer and Lionsgate, upped its commitment to distribute more than 3,000 titles online through ISPs who become “Epix Megaplex” subscribers. The on demand service, planned for launch in 2010, will be available to customers via the broadband portal EpixHD.com if distributors agree to pay an extra fee. Given the capacity of its web servers, the website would offer a greater selection that the Epix VOD service could ever offer at one time (eventually 15,000 titles, including many films that have never been digitized). The Epix TV channel is scheduled to launch next month on Verizon’s FiOS TV service.
CBS Evening News anchor Katie Couric debuts a new web show today @katiecouric, featuring up close and personal one-on-one interviews. CBSNews.com is integrating with Facebook to host an online video chat for the users to speak directly with Katie following the webcast, live on Thursday, Sept. 24 from 2-2:30 pm ET. Her first guest is conservative talking head Glenn Beck and Dove has signed on as charter sponsor.
‘s online MLB playoffs coverage will include constant tweets from its roster of analysts and announcers, aggregated at twitter.com/tbshotcorner. The hot corner minisite has also received a facelift to include more video, including highlights, interviews and behind the scenes footage from the TBS studio show, Inside the ML.
E!Online says it got a major boost from its Emmy coverage, beating its 2008 Emmy week marks in both page views (+58%) and unique visitors (+51%), citing Omniture. For the week, E! Online drew 37 million unique visitors, 30.8 page views, and delivered 2.8 million video (web-only) views.
Univision announced that its “ Vidas Cruzadas” (Crossed Lives) web novella has generated record-breaking viewership on Univision.com, attracting up to 48,000 daily U.S. viewers and a total of more than two million U.S. video streams since its launch.


Dangling large sums of money in front of developers is one sure fire way to inspire creativity. Netflix announced the winners of its 3-year, $1 million contest to improve its lauded movie recommendation engine. (It suggests movies you’d like based on the ratings you give movies you’ve watched.) The winning system came from the BellKor’s Pragmatic Chaos group, consisting of 2 researchers from AT&T, one from Yahoo, two from Austria and two engineers from Montreal. More than 40,000 entrants from 186 countries vied for the prize.
Fox Mobile Studios
introduced Brainstorm, an eight-episode scripted comedy series produced by Omelet that brings product integration to new levels. To be distributed from Sept. 28 to both mobile and online platforms, it’s a show within a show affair about an ad agency which produces a web show to promote Altoids, The Curiously Strong Mints.


Internet advertising is expected to up its share of the overall ad pie to account for some 15% of global measured ad spending in 2010, up from an anticipated 13% in 2009, according to a new GroupM study. The hike is being sparked by increased search and mobile spending, combined with a continuing decline in traditional media according to Group M’s Interaction report. Video has replaced social media spending as the new darling of the sector and mobile news consumers have doubled in the past year to 22 million in the U.S., according to the report. Digital advertising is expected to grab 17% of total spending in 2010 in the U.S., compared to a 15.4% share in 2009 and a 13.9% share in 2008.  The 2010 figure represents an estimated $24.4 billion in digital advertising, a 7% increase over the previous year.
chose Advertising Week to unveil an ambitious new branding campaign created by WPP Group’s Oglivy & Mather, built around the tagline “It’s You!,” per the WSJ. The global TV/online/outdoor campaign is focused on personalization and informational services, and is expected to accompany the launch new tools to help users customize Yahoo’s products.
Cox Enterprises’ Adify unveiled new expandable ad formats available for vertical ad networks on its platform. The formats provide brand marketers with a scalable solution to buy interactive, interstitial, roadblocks and overlay ad units on more than 12,000 sites across more than 200 vertical ad networks powered by Adify and across Adify Media.


Cloud-based interactive video applications provider Active Video Networks struck a partnership with Videon Central to embed AVN’s client software within Videon’s middleware solution to bring iTV apps to a range of web-connected televisions, Blu-ray players and other devices. The two companies will demonstrate the joint solution at the Intel Developer Forum this week in San Francisco.
The Independent Film & Television Alliance expressed support for the FCC’s new commitment to net neutrality rule-making. “For independent producers and distributors, it is critical that internet providers not be allowed to discriminate and pick winners and losers in the delivery of content over the internet, said Jean Prewitt, IFTA’s President and CEO, in a statement.


Responding to the demand for more accurate web measurement, two of the industries biggest names ComScore and Omniture, announced a new partnership to release a brand new “unified digital audience measurement system” combining ComScore’s hybrid panel-based system with Omniture’s traffic-based readings. Omniture will provide the clickstream data it tracks for publishers including page views, clicks, video views, and Facebook app interactions, while ComScore will provide demographic and psychographic results. The announcement comes on the heels of Adobe’s deal to acquire Omniture for $1.8 billion.
Adobe unveiled its new Flash Platform Services at the MIXX Conference and Expo in New York, a new hosted online service enabling content providers to promote and measure the effectiveness of their web apps across social networks, desktop applications and mobile devices. The first of these services, for the distribution of Flash apps, will enable developers to build embeddable and sharable links into their applications. The new service, created in partnership with social media distribution platform Gigya, includes a unified management tool to promote, measure and monetize web applications and games.
Finally, Facebook is expected to announce plans today to team with Nielsen to better measure the performance of ads placed on the social network, according to a WSJ report.
Crowd Science found Twitter to house a significant number of reluctant and regretful social media users, who use the service because friends and contacts do (17%) or because stopping or reducing its use would damage their social status (15%.). Almost one-third (32%) of Twitter users feel they spend too much time using social media. Nearly a quarter (22%) say they’ve written things on social media that they’ve later regretted, and 16% report that they often neglect important activities to spend time on social media.

OpenInternet.gov is the FCC’s new community site launched to try and keep citizens informed about ongoing issues affecting internet communications and connectivity. Launched on the day FCC chair Julius Genachowski went public with his plans to codify net neutrality principles into law, the site is as simple as it gets in terms of functionality, offering a webcast of Julius’ address, a sounding board for remarks and links to the agency’s Twitter, Facebook, YouTube and IdeaScale pages. If built out, the site could be an effective tool to help educate members of the industry what the thinking is behind the legislation. It could also be used to marshal public support for measures that are already being described by the telecom industry as excessive regulation. Anything that promotes transparency throughout this contentious process can only help insure an open dialogue and an intelligent approach.
