Good Morning. It’s Thursday, March 30, 2006, and this is your first early morning briefing.

The FCC has retracted more than $260,000 in indecency fines against several Indiana and Tennessee CBS affiliates. The Indiana television stations were fined after airing an episode of CBS’s Without a Trace that included a teen-sex party scene, after 10p when indecency laws are listed, rather than at 9p which would have been inside the indecency safe harbor zone of 6a-10p. While some Indiana stations make the switch to Daylight Savings Time, the majority do not, and for those stations, the show aired at 10p. The FCC offered little explanation about its mistake.

* MORE GOOD STUFF *
ABC programming note:  Commander in Chief and Less Than Perfect return to the primetime schedule.  Commander in Chief will air Thursdays at 10p as of April 13, pushing Primetime to Fridays at 9p for three weeks only – April 14, April 21 and May 5. Primetime will return to Thursdays at 9p on May 25.  And a change for Tuesday nights –  Less Than Perfect joins the Tuesday night line-up at 930p starting April 18. An extra episode of Hope & Faith will also air Tuesdays as the lead-in.
 
March Madness frenzy continues as CSTV and Coca-Cola team up to bring fans live footage from the NCAA Men’s Final Four. Airing this Saturday and Sunday from Indianapolis’ Monument Circle, the coverage will include all the action surrounding the games, plus various fan festivities. The unique partnership includes original content on CBS Sports and CSTV, online streaming, VOD and on-site activities. CSTV will also produce programming content via Comcast VOD for area hotel rooms and on its regional sports networks.
 
FOX’s American Idol fans can celebrate as Paula Abdul has signed on as judge for at least three more years. 

Yo!  Crossing Jordan fans!  NBC’s crime drama will have its season ender on May 7 – which is also its 100th episode. Champagne for everyone!
 
The luxury teen birthday party show, My Super Sweet 16 returns to MTV for a third season on April 12 with two back-to-back episodes, followed weekly by ten more episodes. Prior to the season premiere, MTV will air My Super Sweet 16 Celebration 3-hour marathon next Wednesday, April 5. The party continues on MTV Overdrive during the new season with My Super Sweet 16 After Party, interviewing party goers and parents and unseen footage.

Hear ye!    * NEW ORDERS / CASTING / DEVELOPMENT / PRODUCTION *Actor Sean Astin will lend his voice to narrate Meerkat Manor, the new 13-episode docu-drama on Animal Planet premiering June 9. The program will show the love and rivalry found in a group of furry meerkats struggling to survive in Africa’s Kalahari Desert.

Uncasting noteAlicia Witt and the Fox comedy pilot More, Patience have referred to “creative differences” in Witt’s disengagement from the project.

NBC Universal Television Studio has renewed its deal with David Shore, creator of the Fox hit series House, for two more years, with a salary in the seven digit neighborhood.  Shore also owns a piece of the House back end, which probably bring him a few more bucks down the road.

Over at ABC and Endemol USA, Tom Forman, showrunner of Extreme Makeover: Home Edition, has been signed with CBS Paramount Network Television, meaning he’ll be leaving his ABC series.  The deal at CBS Paramount is for two years, seven figures, and he’ll begin by producing reality based projects, the deal calls for program development in a variety of genres.

* EXECUTIVE MOVES *Discovery Networks has upped Jocelyn Egan to VP/Discovery Solutions and Branded Entertainment. Jocelyn will oversee the cross-platform advertising deals and branded partnership agreements that involve Discovery’s 13 domestic networks, new media, Discovery Channel stores, Discovery Education and other areas. She will report to Scott McGraw, EVP/Advertising Sales and Marketing.
 
Claudia Scott-Hansen has been appointed VP/U.S. TV Distribution for HIT Entertainment. Based in New York, Claudia will be responsible for distribution of HIT programs such as Bob the Builder, Barney & Friends, Angelina Ballerina, The Wiggles among others for the U.S. market. She will report to Alison Homewood in London, the EVP/Worldwide TV Distribution.
 
Bob Shavelson is the new SVP/Program Partnerships for Studio One Networks, syndicator and creator of original online programming.
 
Discovery Channel has named Elli Hakami to the new position of Director/Program Development. Based in New York, Elli will report to Jeff Hasler, VP/Development and be responsible for creating series, specials, stunts among other programming for both the U.S. and international viewing.
 
Interep has elevated three Senior Managers to the positions of VP/Regional Manager for Interep West. Joanna Valentine, will manage daily internal operations for the West Coast; Bruce Klein and Jana Cosgrove will lead West Coast’s strategic sales development. All three will report to Sheila Kirby, President/Strategic Sales Development.
 
Ted Saad is the new VP/Development and Programming for LIME, the multi-media lifestyle brand. Ted will create and develop new programming and talent for all of LIME’s platforms including television, broadband, VOD, DVD, satellite radio, podcasting and mobile. 
 
Bill Burton has been advanced to EVP/Digital Media with the ABC Owned Television Stations. Bill will develop and implement group strategies involving the internet, secondary digital channels and digital media for the 10 ABC-owned television stations.
 
Andrew Shipps has been promoted to SVP/Marketing for Warner Bros. International Television Distribution. Andrew will direct the studio’s international television marketing team, develop and implement global marketing strategies for all content offerings in the international marketplace among other duties. He will report to Jeffrey R. Schlesinger, President.
 
Correction: Due to an editing error, we mistakenly reported Turner Advertising Group (TAG) has an estimated annual media sales of $250 billion. The correct number is a quarter billion, although you just can’t discount the power of positive thinking.
 *RATINGS*Tuesday – A18-49 Analysis: FOX took home the top prize Tuesday night with a 10.8/26 A18-49, according to fast affiliate ratings from Nielsen Media Research. CBS was second with 3.7/9, followed by NBC 3.5/9; ABC 2.3/6; UNIV 1.8/4; WB 1.0/2; UPN 0.8/2; and TELE 0.5/1. At 8p, FOX swept away the competition with American Idol delivering a 12.9/32, and it continued with its commanding lead at 9p with House’s 8.8/21, doubling CBS’ 4.5/11 for The Unit. Teachers premiered on NBC at 930p and earned a 3.3/8.   NBC succeeded in taking the lead at 10p with Law & Order: SVU at 5.3/14.
