Good morning.  It’s Monday, April 18, 2005, and this is your first early morning briefing.

The day before the NAB is scheduled to get underway today in Las Vegas, the Parents Television Council (PTC) has issued the results of its research that the television networks are not providing the correct TV Ratings to their programs, and that the content of the programs all too often flew in the face of the program’s rating.  That then would mean that the V-Chip technology used to block shows based on their rating, would be largely ineffective.  According to L. Brent Bozell’s column on the PTC website posted last Friday, “for the V-chip to be effective in blocking programming, it needs to identify the content descriptors listed at the beginning of the program — such as “V” for violence, “L” for harsh language, “S” for s#xual material, and “D” for s#xual dialogue.”  Bozell goes on to say NBC and its owned cable networks “”have never put these warning letters on their screen” so their programming can’t be blocked.  Turning an eye to ABC, Bozell says “[A] study by the Parents Television Council, studying 638 programs and their ratings put on screen during the big “sweeps” periods in recent years, found that in the 85 shows that ABC rated PG, 52 percent of them were missing the proper content warnings. … An incredible 92 percent of the shows containing sexual behavior carried no “S”; 75 percent of shows with violence contained no “V”; 60 percent of shows with racy dialogue aired no “D”; and 40 percent of the shows with curse words had no “L.” So much for informed choices at ABC.”   The FCC and the indecency issue promises to be a big topic at the NAB this week.

If you’re at the NAB this week, you may want to check out these guys. Run Digital Media Corp. (RDMC), a Minneapolis and Los Angeles-based distributor of rich media and broadcast content and related services, has partnered with Microsoft and Telestream to provide an internet-only system for delivering television programming in ready to broadcast format.  In other words, using the internet to traffic program tapes (i.e., commercials, paid programming) and play them back to air using a station’s automated playback system.  RDMC estimates the system will save broadcasters up to $50k per year in distribution costs compared to using satellite or tape duplication.  The system can also be used to broadcast a station’s programming to viewer’s desktop, palm, pda, VOD or cell phone.  That can mean anything from airing an infomercial on a local station’s website, to feeding the local news directly to viewers, where ever they may be. RDMC can be found in the Microsoft booth.

* CASTING UPDATES *

UPN:

  • Wingwoman (Paramount Network TV/Littlefield Co./Evolution Ent) has added Holly Robinson Peete to join Shannen Doherty, Ion Overman and Reagan Gomez-Preston.  She will play Doherty’s character’s boss. The plot here is simple – Doherty’s character helps men talk to women.

WB:

  • Best Laid Plans (20th TV/Imagine) has signed French Stewart to play the co-worker of Jane Leeves’ starring character.  This comedy project focuses on a woman whose mother (Leaves) meets the man who was her anonymous sperm donor.

BBC:

  • The second season of Doctor Who on the BBC will star David Tennant as Doctor Who, taking over for Christopher Eccleston. 13 new episodes and a Christmas special are set to being filming in Cardiff this summer. 


* MORE GOOD STUFF *

Buena Vista Television has picked up a new clearance for The Tony Danza Show – WTTG/Washington DC, beginning this fall.  The show will also make a move in Boston from WCVB to WFXT where it will air at noon starting this fall. And finally, WGCL/Atlanta has renewed the show and will continue toa ir it at 10am this fall.

Perhaps you read late last week that President Bush was all for imposing indecency rules on cable networks and PAY TV services.  When he was asked the question he responded with “Yeah, I’m for that. I think there ought to be a standard. I don’t mind standards being set out for people to judge the content of a show to help parents make right decisions. The government ought to help parents, not hinder them.”  But apparently he was answering a different question.  According to a Trent Duffy, White House spokesman, the President thought he was responding to a question about supporting the increase in fines imposed on broadcasters for indecency violations.  Officially now, the White House is not supporting imposing FCC rules and regulations on Pay TV or cable services.

* RATINGS *

Thursday – A18-49 Analysis:  CBS led on Thursday night with an overall 7.7/22 A18-49, according to final numbers from Nielsen Media Research.  NBC followed at a 50% less share than the night leader, posting a mild 4.1/11, followed by Fox 2.3/7, UPN 1.8/5, ABC 1.4/4, WB 1.2/4.  At 8p Survivor more than survived the hour with a 7.4/23, well ahead of #2 Fox The O.C. 2.8/9.  At 9p an original CSI trounced The Donald, 9.4/25 vs. 5.8/15.  And an original Without a Trace on CBS at 10p earned a 6.3/18, well ahead of an repeat ER on NBC 4.3/12. Primetime Live followed with a 1.7/5.
