The FCC has set an Oct. 22 date to formally propose new net neutrality rules aimed at ensuring that ISPs refrain from restricting the flow of internet content and applications, per Reuters. With Democrats now in control of the commission by a 3-2 margin, the measure is expected to pass and subsequently be put up for public comment. A group of Republican lawmakers have backed off their plan to introduce a bill to block the FCC’s efforts to codify the agency’s network neutrality principles, the Washington Post reported earlier this week.

~ MULTIPLATFORM CONTENT NEWS ~

 
To promote engagement on its new Flash Forward site, ABC.com has launched a series of documentary shorts and a “keyword campaign” that explores the topic of Fate. Executive Producers, David Goyer (co-writer of Batman Begins and The Dark Knight) and Marc Guggenheim (Brothers & Sisters, Eli Stone) hosted a live video chat last night following the show’s premiere, which users participated in using a Facebook Connect app on ABC.com. During subsequent episodes, viewers will be asked to plug in keywords that appear during the end credits of each episode. When the keywords are strung together in the order in which they appear during the fall, they will form a 13-word sentence that will reveal bonus info about the mystery.
 
ESPN.com launches ESPNDallas.com on Monday, Sept. 28, its third hyper local site. Contributors will include former Dallas Morning News sportswriter Matt Mosley and senior ESPN.com NBA writer Marc Stein. Dallas Morning News veteran Barry Vigoda will serve as Managing Editor. 
 

~ INNOVATORS & START-UPS ~

 
Microblogging start-up Twitter is on the verge of closing in on new $100 million round of funding that pegs the value of the company at upwards of $1 billion before generating any real revenue, per the WSJ. The investor group includes mutual fund giant T. Rowe Price and private-equity firm Insight Venture Partners – both new investors to Twitter. The company’s last round of financing valued the company at around $255 million.
 
The Ellen DeGeneres Show ranks as the top Celebrity and top Television Twitter account with over 3.3 million followers, according to Twitter directory WeFollow. (Ellen ranks second only to Ashton Kutcher among all Twitterers.) Comcast’s Eonline and Chelsea Lately now rank #1 in WeFollow’s entertainment news and celebrity gossip categories, respectively.
 
Revision 3‘s movie, video game and comic book review podcast, The Totally Rad Show has undergone a UGC-powered makeover featuring new settings, a new opening theme song and new in-show graphics created in a collaboration between the show’s creators and its audience. Revision 3 also announced it has acquired the video game review show Bytejacker, hosted by Brooklyn-based Anthony Carboni.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Several high profile digital content executives including MLB Advanced Media CEO Bob Bowman and Verizon VP of Content Strategy and Acquisition criticized Hulu for giving away premium content online for free at an Advertising Week panel this week, reports Contentinople. Panelists also criticized Nielsen, which recently admitted that it wouldn’t be able to measure combined TV and internet viewing until 2011.
 
Satellite-based mobile phone company SkyTerra has agreed to be acquired by its largest shareholder, Harbinger Capital Partners, in a deal that will take the company private. SkyTerra has a new mobile service in the works that will utilize both cell phone towers and satellites to transmit voice and data in the U.S. 
 
Cablevision introduced a new cloud-based data back-up service to Optimum Online subscribers, enabling either Mac or PC-based customers to protect up to 2 GB of data for free. An unlimited back-up option is also available for $44.95/year.
 

~ TRENDS, RESEARCH, ETC.  ~

 
Time spent on social networking continued to climb in August, according to Nielsen, accounting for roughly 17% of all time spent on the internet during the month – nearly triple the figure from a year ago. What’s more, online display ad revenue more than doubled during Aug. year-on-year to approximately $108 million in the U.S. Entertainment-related advertisers led all categories, increasing spending from $1 million in Aug. 2008 to over $10 million last month.

Microsoft’s new Bing search engine increased its market share by another 18% in August, as the newly combined Bing and Yahoo search businesses accounted for some 26% of all U.S. searches, according to Hitwise. Google’s share declined slightly in August from the previous month, accounting for 70.24% of all U.S. searches. Search engines continue to be the primary way users navigate to key industry categories. Comparing Aug. 2009 with Aug. 2008, Business and Finance, Entertainment, News and Media, Online Video and Sports categories showed double-digit increases in their share of traffic coming directly from search engines and of course, Google remained the greatest source of traffic.

Working moms are among the highest spenders on cell phone services in the U.S., shelling out 21% more than the average user on their wireless bills monthly according to a report from Scarborough Research, a partnership between Nielsen and Arbitron. The average mobile phone bill for Working Moms is $94, versus $78 for all cell phone users. In addition, working moms, are 42% more likely than the average cellular user to download content to their phone.

CBS Sports, exclusive over-the-air broadcaster of SEC home football games, will stream its entire 2009 SEC college football schedule live on CBS Sports Mobile through the CBS Sports: College app, now available for iPhone and iPod Touch users. The SEC ON CBS schedule continues this Saturday, Sept 26 with the Arkansas/Alabama match up.

XOS Digital, a division of XOS Technologies, Inc., hired Stephanie Bratcher and Carlen Dixon as Interactive Managing Editors for the SEC Digital Network to develop content across all media channels for the 2009 season and beyond. Both will manage the daily content updates for the SEC Digital Network, which includes SECSports.com and SEC Mobile.
 
Washington, D.C.-based production and post-production house Interface Media Group, Inc. ~ WEBSITE OF THE DAY ~

 
MGM’s digital arm took a hands-on role in developing the microsite around Stargate Universe, the third edition of MGM’s Stargate franchise premiering on SyFy Oct. 2. The centerpiece of the site is an interactive, Microsoft Silverlight-powered interface that allows fans to explore every nook and cranny of the show’s Destiny starship. Silverlight’s Photosynth product takes the data from thousands of high-res photos, allowing users to zoom in, pan and navigate each deck of the ship. (This video offers a primer on how it’s done.) As any Trekkie who’s built dozens of plastic models of the Enterprise will tell you, it’s all about the ship and MGM is particularly proud of the set for the Destiny, says Thomas Hughes, VP of Worldwide Digital Media for MGM. “We documented it in excruciating detail; the photos are so high-res that we had to go back and photoshop out hexnuts on the hull that aren’t supposed to be seen,” he said. Look for production companies to take a more active role in developing interactive content around their properties going forward as digital plays a more important role in a show’s performance in overseas and ancillary markets. For instance, MGM is about to roll out a version of the site customized for the Australian premiere of the show, timed for its premiere on SciFi Australia later this fall.
