Good morning, it’s Friday, May 7, 2010, and this is your first early morning digital briefing.

The FCC laid out a plan to begin regulating the broadband industry, seeking a compromise by applying only narrow regulations to high-speed internet providers. Described by Chairman Julius Genachowski as “ a third way,” the plan calls for reclassifying broadband providers as “common carriers,” in order to provide the commission with the authority to prevent cable MSOs and telcos from throttling connections based on what content users are downloading. But at the same time, the FCC would agree not to overly “regulate the internet, including web-based services and applications, e-commerce sites, and online content.” In a tumultuous day on Wall Street, cable stocks fell by as much as 5% to 6% after the announcement as investors worried that new restrictions could hamper MSO’s ability to efficiently manage their networks.
 

~ MULTIPLATFORM CONTENT NEWS ~

 
ABC News is partnering with The Washington Post to collaborate on ABC News’ daily digital podcast dubbed “Top Line” to cover the top political news of the day, including interviews with newsmakers and analysis with well-know Washington politicos including daily commentaries from WaPo journalists. The new version begins Monday, May 10 at 12 noon ET on ABCNews.com, washingtonpost.com and ABC News NOW. Archived editions can be found on iTunes, on the ABC News iPhone app, on ABC News’ YouTube Channel and on The Post’s newly launched politics homepage, PostPolitics.com.
 

~ INNOVATORS & START-UPS ~

 
News sharing site Digg announced plans to layoff about 10% of its workforce. CEO Kevin Rose told employees in a memo that the company is “putting more emphasis on the engineering and development efforts” as it works toward a redesign.
 
Dailymotion launched a new movie trailer channel powered by Internet Video Archive, the world’s largest distributor of online movie and TV trailers, game previews and music videos.
 

~ DIGITAL ADVERTISING ~

 
AlmondNet‘s Data Division announced a partnership with Invite Media for use of AlmondNet’s Keyword and Segment-Based data by Invite Media platform users. AlmondNet aggregates and categorizes keyword and segment-based data from data-providing sites to enable scalable delivery of targeted online advertisements by ad networks, ad exchanges, demand side platforms and their marketers.
 
Toronto-based B2B digital delivery company Yangaroo is partnering with Telestream to integrate Yangaroo’s Digital Media Distribution System (DMDS) with Telestream’s TrafficManager product, which automates the way television advertising spots move within a TV station.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
After enjoying a huge lead over its rival console makers, Nintendo saw its annual profit drop for the first time in 6 years as sales of the Wii console and handheld DS slowed. Group net profit fell to 228.64 billion yen ($2.43 billion), compared with 279.09 billion yen a year earlier. The company sold 20.5 million units worldwide for the fiscal year ending March 31 – down 21% y/y. Nintendo is hoping for a rebound by releasing a 3D game machine that works without glasses, along with the “Wii Vitality Sensor” for the Wii – a device that reads a player’s pulse and other vital signs.
 
Along with announcing a plethora of new markets, Clearwire has disclosed an amendment to its current deal with WiMax technology provider Intel that will allow it to abandon the format long before the previous committed date of Nov. 2011, per GIGO. (The current deal stipulates Clearwire must only give Intel a 30-day notice.) The company is now free to switch to the competing LTE technology to run its 4G network, which is being embraced by AT&T and Verizon for their future networks.
 
The Washington State Supreme Court ruled on Thursday that public libraries have the right to filter what it sees as offensive content without violating the state constitution, per the AP. The case was filed by American Civil Liberties Union of Washington in 2006
 

~ TRENDS, RESEARCH, ETC.  ~
 

Online video viewers are watching videos for a longer period of time these days, with the average length-watched per session increasing by 9.46% per month over the past 6 months to nearly 6 minutes, according to a new joint report from TubeMogul and Brightcove. Broadcast networks and pure-play web media properties represented the fastest growing sectors for online video streams, while newspaper and magazine publishers displayed the greatest number of video players across online media properties. Broadcast networks’ streams increasing by 74% while web media brands increased video streams by a whopping 165%. Newspaper publishers showed the most growth in video production for online properties, followed by broadcast networks and pure-play web media brands. Other trends included:

  • In terms of discovery, Google was by far the largest driver of traffic to video sites driving 38.92% of all streams in the sample, followed by Yahoo! (5.58%) Bing (2.29%) and Facebook (0.40%)
  • For consumers who find online video content through search engines and social media websites, Twitter referrals generated the highest level of engagement for broadcast networks (1:52 min), magazine publishers (1:23 min), and music labels (2:33 min). The exception is newspaper publishers, which saw the highest level of engagement from viewers who find their content via Yahoo! (1:20 min)
  • For in-stream advertising, respondents said that the dominant insertion point is pre-roll (75%) followed by post-roll (24%), player load (11%) and mid-roll (10%)
  • Online video advertising is dominated by branding initiatives (68%) compared to direct responses campaigns (18%)
  • More than 35% of respondents claimed to be augmenting in stream ad revenue with in-page display advertising

Completing its recent acquisition of prepaid mobile provider Virgin Mobile, USA, Sprint announced three new calling plans targeted at customers who spend less than $30 on their phones. The plans include unlimited messaging, e-mail and data and start at $25/month for 300 voice minutes. Users can add BlackBerry data services for an additional $10/month on any of the plans. The Blackberry Curve 8530 smartphone is the most sophisticated Virgin Mobile handset serviced by Sprint, priced at $299 without a contract. It features a full-QWERTY keyboard, an optical track pad, Wi-Fi connectivity, dedicated media keys and 2 MP camera.

TV Guide Network has hired Christine Georgakakis as SVP/TV Guide Network Direct Response. The company also upped Ian Wallin to SVP/National Sales for TV Guide Online and promoted Michele Robinson to VP/Direct Response Ad Sales.
 


~ WEBSITE OF THE DAY ~

 
As Google plows on with its plans to dominate the e-book market, crowd-sourced online encyclopedia Wisped is offering users an old tech option. A new agreement with PediaPress will allow users to put together on demand paperbacks of Wisped entries, starting at a reasonably priced $8.90. The Book Creator tool will compile pages, suggest articles that might be relevant to the topic you’re exploring (you can even add pages without visiting them,) and even order your creations as a PDF or ODF, viewable on most ebook readers.
