Yesterday, the FCC passed unanimously the Notice of Proposed Rulemaking, a series of proposed changes pertaining to its retransmission consent oversight rules.  The rule changes are meant to clarify such provisions as what bargaining in good faith means in addition to perhaps scratching the syndicated exclusivity and non-duplication rules designed to give cable operators a different source of station programming. 

As a result of the FCC’s vote on Thursday, Cablevision Systems Corp.’s Tom Rutledge, COO released this statement: “The FCC’s Notice Of Proposed Rulemaking is an important first step for consumers, because it recognizes that consumers are the ones who are harmed when programming is pulled  or threatened to be pulled  from cable systems,” said Rutledge. “The FCC has signaled its plans to examine certain broadcaster practices in retransmission consent negotiations  including the impacts of Most Favored Nation agreements and exactly what it means for a broadcaster to negotiate in ‘good faith.'”

Lou Dobbs’ begins his new weeknight show on Fox Business Network March 14 at 7p. Lou Dobbs Tonight sports the same title and same time period as his former show on CNN.  Dobbs exited CNN in 2009 after tensions between him and the network grew based on his personal political views.  Dobbs then announced last November he was joining FBN.  The hour-long Lou Dobbs Tonight bumps America’s Nightly Scorecard on FBN which will move to 9p.

This Sunday, Univision Television Network premieres a fifth season of its reality beauty competition series, Nuestra Belleza Latina (Our Latin Beauty) at 8p with a two-hour launch episode.  Hosted by Univision’s Giselle Blondet, the contestants vie for the crown and the opportunity to win $250,000 in cash and prizes.  The winner will also receive a one-year contract with Univision Network.  New for the fifth season is allowing viewers the chance to vote and help judge the top 12 finalists.  During the premiere episode, a total of 89 women will compete, representing 15 countries in Latin America and 16 states in the US.

John Palmer, former news anchor of NBC’s Today Show is hosting a new 10-part series, The Spirit of America premiering next Monday at 9p on RLTV.  The series, part of the network’s “Art of Living” programming, travels the US highlighting stories of seniors who are taking on a renewed life during their retirement years.  After its debut, series will air in its regular time period on Thursdays at 8p.

Savvy shoppers are the focus of a new TLC series, Extreme Couponing debuting April 6 with back-to-back episodes at 9p and 930p.  Late last December, TLC premiered Extreme Couponing as a one-hour special which tallied 2.1 million total viewers.  Sharp Entertainment produces the series with 12 half-hour episodes.  Following the launch, Extreme Couponing will air on Wednesdays at 930p.

FUEL TV launches the comedy fight series Ellismania shot at the Hollywood Palladium starting April 6 at 10p joining the network’s Fearless Wednesdays programming lineup.  Jason Ellis hosts this four-part series focused on comedic highlights of the past five “Manias” where sports and celebrity pop culture clash.

2010 was a good year for cable advertising sales, according to the Cabletelevision Advertising Bureau (CAB).  CAB further said 2010 was cable industry’s best year ever, as national and local cable advertising sales combined totaled $27.1 billion.  This figure represents a +12% increase over 2009 which tallied $24.2 billion.  Breaking it out, national cable brought in $20.5 billion in 2010, up +9.6% from 2009 and local cable ad sales jumped to $6.6 billion, a +20% rise over the previous year.

~ PRODUCTION & DEVELOPMENT ~

A new US adaptation of the 1990s British political miniseries House of Cards will star Kevin Spacey.  Media Rights Capital is financing the project which will be executive produced by David Fincher and Spacey and his Trigger Street Productions partner Dana Brunetti.  To date, the project consists of a one-hour drama pilot though no network has picked it up. 

Veteran actor Aidan Quinn finalized a deal to join NBC’s adaptation of the British crime procedural Prime Suspect produced by Peter Berg.  Quinn’s character is Lt. Kenny Rowe and he will star opposite Maria Bello as Det. Jane Tennison.  Quinn was last seen on NBC in the brief series Book of Daniel.

Returning to TV, Angela Bassett signed on to ABC’s drama pilot Identity based on a UK series about an elite police division that targets identity-related crimes.  Bassett will play Martha, the special agent overseeing the unit.  Mark Gordon and writer John Glenn are developing the project.  Previously, Bassett was tagged to star in the ABC pilot One Police Plaza and was part of the cast of NBC’s ER during its final season.

Fairy tale-themed one-hour drama pilot Once Upon a Time for ABC tapped Ginnifer Goodwin (Big Love) to play Snow White/Sister Mary Margaret Blanchard.  Lana Parrilla was also cast for the pilot.  ABC Studios is producing while Edward Kitsis and Adam Horowitz are writing the pilot and will serve as executive producers along with Steve Pearlman. 

Lauren Ambrose (Six Feet Under) landed a role in FOX’s drama pilot Weekends at Bellevue where she will play a psychiatrist in charge of the weekend crew of Bellevue Hospital’s psychiatric unit.  Janet McTeer was also cast as the hospital’s head of psychiatry. 

NBC’s pilot 17th Precinct added James Callis to star with his former Battlestar Galactica co-star Jamie Bamber.  Callis will play a homicide detective and Bamber plays a crime scene authority.  Stockard Channing has also been cast.  The supernatural-themed cop drama is produced by Ron Moore who was behind Battlestar Galactica. 

Enrique Murciano is pulling double duty as an actor for CBS.  Murciano just signed up for an multi-episode arc on CBS’ NCIS and was additionally cast in the CBS pilot Hail Mary starring opposite Minnie Driver.  Hail Mary is a 60m pilot about a suburban mom who teams with a streetwise hustler to solve crimes.  Murciano will portray Driver’s high school boyfriend who is now a detective.

Correction: In yesterday’s edition a casting call mentioned the wrong title of a Sundance Channel series and we inadvertently passed it along. The correct title of the series is Girls Who Like Boys Who Like Boys.

Wednesday A18-49 Analysis:   In the final night of February Sweep, FOX was the victor Wednesday at 6.5/18 A18-49, according to final national ratings from Nielsen.  American Idol won at 8p with a 7.5/22 with CBS’ Survivor: Redemption Island delivering half as much at 3.3/10 in second place.  FOX continued its winning streak through 9p with the last half hour of American Idol and the sitcom Traffic Light averaging a 5.6/15 and CBS was #2 again as Criminal Minds posted a 3.6/10.  CBS then flipped into #1 at 10p with Criminal Minds: Suspect Behavior at 2.6/8 and ABC’s Off the Map was next at #2 with a 1.7/5.

~ EXECUTIVE MOVES ~

Effective immediately, Matt Butler and Fay Yu appointed to the senior management team at Discovery Communications’ Discovery Fit & Health and Planet Green.  Matt, who was previously at the Travel Channel, joins as VP/Programming and Strategy for both networks based at Discovery Communications’ Silver Spring base. Fay most recently worked for the Food Network and Cooking Channel and was named as Executive Producer for both networks.  Matt and Fay will report directly to Laura Michalchyshyn, GM, Discovery Fit & Health and Planet Green.

Michael J. Hayes named President/GM of WTAE-TV, the ABC affiliate in Pittsburgh owned by Hearst, effective immediately.  Michael follows Rick Henry in this position who recently announced his retirement after serving nine years as GM at WTAE-TV and 38 total years with Hearst. 

Rainbow Media Global added two executives for newly-created positions in its international department based in New York: Sally Habbershaw becomes VP/Scheduling, Acquisitions and Promotions and Jennie Morris as Director/Affiliate Marketing.  Sally will manage scheduling, acquisitions and promotions for the company’s international brands including Sundance Channel and WE tv. She reports to Harold Gronenthal, SVP/GM, Rainbow Media Global.  Jennie will supervise affiliate marketing efforts for Rainbow’s global markets while reporting to Ed Palluth, SVP/Global Distribution.

Ingrid Ciprian-Matthews promoted to VP/News with CBS News.  Ingrid is charged with managing all daily news coverage encompassing foreign and domestic.  Before her new appointment, Ingrid was CBS News’ Foreign Editor.  Additionally, CBS News hired Sonya McNair as Head/Communications, effective immediately.  Sonya’s scope of duties includes overseeing all media, talent relations and public affairs for CBS News as well as strategic planning, daily publicity and internal and external communications.  Sonya will also manage CBS Radio News, CBSNews.com and CBS News Polling & Survey Unit.  She will report to Jeff Fager, Chairman, CBS News and Gil Schwartz, EVP/Chief Communications Officer, CBS Corporation. 

NBCUniversal added Nicholas Lehman in the newly-minted role as President/Digital for the company’s Entertainment & Digital Networks and Integrated Media unit (E&DN/IM).  Nicholas supervises NBCU’s digital assets such as iVillage, Daily Candy, Swirl and Fandango and will support strategy to spur growth.  Nicholas will report directly to Lauren Zalaznick, Chairman of E&DN/IM.

Amy Rosenfeld rises to the position of Coordinating Producer at ESPN to manage the network’s worldwide soccer coverage.  Amy will be in charge of all soccer matches airing on ESPN’s linear and digital networks, including the major events such as FIFA World Cup, FIFA Women’s World Cup and more.  Based at ESPN’s Bristol, CT headquarters, Amy reports to Jed Drake, SVP/Executive Producer, Event Production.
