Starcom USA jumps right into the kid’s cable TV ad sales upfront market by signing an agreement with Nickelodeon that is valued at upwards of $100 million. The deal, the first in the kids TV world, is based on quarter-hour TV program ratings, the pact stretches across the Viacom Kids and Family Group’s multiple platforms and demos. Additionally, the deal includes plans for Starcom and Nickelodeon to work together on research initiatives focusing on kids and their viewing habits as well as how and where to market to them.

NBC‘s workplace sitcom The Office, distributed by NBC Universal Domestic Television Distribution, has been sold to the Fox Television Stations for its inaugural broadcast run in broadcast off-network syndication. The comedy, produced by Reveille and Universal Media Studios, will launch fall 2009 and air on Fox O&O stations in New York, Los Angeles, Chicago, Washington, D.C., Dallas, Houston, Phoenix, Minneapolis, Orlando and Baltimore.
Before The Office launches in off-network broadcast syndication, non-concurrent episodes will first go to TBS this fall. This deal includes non-exclusive broadband streaming, on-demand and wireless rights, which go into effect at the same time the broadcast off-network rights begin in Fall 2009.
TBS will acquire another NBC sitcom – My Name is Earl joins the line-up in September 2009, as part of a new multi-year licensing agreement between TBS and Twentieth Television. The deal also includes digital rights for broadband streaming and on-demand.
NBC Universal and News Corp. received automatic clearance from EU regulators Thursday to start an online video hub designed to compete against Google Inc.’s YouTube. The European Commission found no antitrust concerns and received no complaints from other contenders. The joint venture, costing $100 million, will launch this summer and will feature streaming content from NBC and News Corp.’s television and film divisions such as Universal Pictures and Twentieth Century Fox, and network programming from CNBC, Telemundo, Fox and British Sky Broadcasting.
ABC Family will introduce a new plan to maintain and grow audience retention during its commercial breaks beginning early next year. The strategy called Tease ‘N Reveal is designed to entertain viewers with trivia questions and new episode footage during original series and acquired movies to keep them watching through the commercials. Additionally, the network will set up a rewards program where viewers are invited to visit ABCFamily.com to answer nightly trivia questions based on programming and commercials to qualify for grand prizes.
ImaginAsian Entertainment, Inc. has received carriage this week for its 24-hour national Asian-American network, ImaginAsian TV in the Houston market via Comcast Digital Cable.
Beginning July 1, Cablevision will offer its iO digital cable subscribers the VOOM HD Networks from Rainbow Media. Each of the 15 high-definition networks are commercial-free, and presented in wide-screen with 1080i HD and 5.1 Dolby Digital surround sound and cover content from movies, sports, fashion, music, travel, lifestyle and adventure. With this addition, Cablevision will offer its customers a total of 40 HD programming services.
A slight adjustment – multiple reports indicate CBS upfront sales rate increases have been in the 8-9% range, higher than previously reported here yesterday.

~ EXECUTIVE MOVES ~
Jay Ireland, President, NBC Universal Television Stations and Network Operations will move from this position in mid-July, to a role with NBC U’s parent company, General Electric. As President/CEO of GE Asset Management, he will head the company’s global investments and will become a member of the Corporate Executive Council and GE Capital’s board of directors. Jay previously served as CFO/GE Plastics before joining NBC in December 2006 to manage NBC U’s TV stations, Telemundo and its 16 Spanish-language stations, domestic first-run syndication, affiliate relations and network operations. NBC U President, Jeff Zucker is expected to name a replacement in the next two weeks.
Barbara Bekkedahl received a promotion to be the VP/Advertising Sales and Sales Operations at Gospel Music Channel. She will manage the daily workings of the sales division and will oversee the new hire recruitment process. Barbara will report direct to Charles Humbard, President/COO.
Charley Ferro is the new NSM at WKMG/Orlando. Prior to this appointment, Charley was with WFTS/Tampa and WTVT/Tampa.
MTV Networks’ Entertainment Group has upgraded Erik Flannigan to EVP/Digital Media. Based at the New York City offices of Comedy Central and Spike TV, he will report to Doug Herzog, President, Entertainment Group. In this new capacity, Erik will manage the digital media teams and all digital business for Comedy Central, Spike TV and TV Land in addition to those for the web sites AtomFilms, AtomUploads, GameTrailers.com and Xfire and the future integrated IFILM and SpikeTV.com which will be merged later this year as Spike.com. Furthermore, MTV Networks’ Entertainment Group has upped Jon Slusser to SVP/Spike Digital and Video Games, where he will report to Erik Flannigan. Based in Santa Monica, Jon will manage the upcoming merger that will result in Spike.com. He will also offer strategic direction for the gaming applications Xfire and GameTrailers.com.
iVillage Properties has tapped Michael Gutkowski for its iVillage leadership team as COO, where he will report to Deborah Fine, President. Michael will implement the company’s strategic plan and oversee the daily operations for iVillage.com, iVillage UK, iVillage Total Health, Astrology.com, GardenWeb and gURL.com. He assumes this position July 16.
Randy Brown, SVP/Distribution at Tennis Channel has announced his departure at the end of this month to pursue his own content consulting business. Nancy Pingitore and Eric Turpin, VPs/Distribution, who currently report to Randy, will both fulfill the affiliate sales management duties for the network. Nancy will continue to be based in Atlanta, while Eric will remain in New York.
Channel M has appointed Tim Eaton as Senior Account Director to open its new Dallas office and to produce in-store video segments for the 3,750 GameStop store locations.
ABC News has named Andrew Morse as Executive Producer for the weekend version of Good Morning America effective immediately. Andrew will supervise the daily content and operations of the weekend news show and will report direct to John Green, Executive Producer/Special Programming and Development, ABC News.

WEDNESDAY – A18-49 Analysis: FOX leaped ahead of the competition Wednesday night at 3.8/12 A18-49, according to fast affiliate ratings from Nielsen Media Research. During the first two hours, FOX was the belle of the ball with So You Think You Can Dance: at 8p winning with 3.5/12 and at 9p with 4.0/12. Then at 10p, CBS with the AFI’s 100 Years, 100 Movies special and NBC’s Dateline tied for first at 2.3/7 each.
