Turns out the “epic twerk fail” video (http://www.youtube.com/watch?v=CddMD3QqTFs) that’s racked up over 10 million views on YouTube was a hoax. Jimmy Kimmel admitted on his ABC late-night talker that he was the mastermind behind the stunt, which punk’d numerous media outlets – including his own net’s The View.

Nominees for the 47th Annual CMA Awards include Taylor Swift and Kacey Musgraves, who scored six nods each; last year’s vocalists of the year, husband and wife Blake Shelton and Miranda Lambert, each nabbed five. Awards show airs live from Nashville on ABC Wednesday, November 6 at 8p.

California Congresswoman Anna G. Eshoo has proposed the “Video Choice Act of 2013,” which would require cable distributors to offer subscribers the opportunity to choose channels a la carte, and give the FCC more power in retrans disputes, like the recent bitter battle between CBS and Time Warner Cable

Sundance Channel grabbed French hit The Returned. The Canal Plus production’s U.S. premiere of the supernatural drama is set for Halloween night; distributor Music Box plans a VOD launch in January.

NBC‘s attempt to provide interactive second screen gameplay with Million Second Quiz hit a snag when its app crashed Monday night. “Good news: we flooded the #msq with players!” tweeted host Ryan Seacrest. “Bad news: we crashed the system!!!” The digital element resumed Tuesday morning.

In its quest to add original programming to its arsenal, CW has licensed the U.S. broadcast rights to Canadian sitcom Seeds from Entertainment One. The series, about an underachieving bartender, is net City‘s highest rated original comedy series to date.

ION is getting a head start on holiday spirit with the announcement of five original movies: Defending Santa, My Santa, Holiday Road Trip, Christmas Belle and All I Want for Christmas. The net’s strategy? To be a “prime destination for holiday viewing,” said ION CEO Brandon Burgess. Kris Kringle-packed lineup launches Sunday, November 24, with Defending Santa at 9p.

Viacom is adopting Brightcove cloud services for digital content delivery across multiple device platforms. Viacom brands MTV, Nickelodeon and Comedy Central launch with apps for iPhone, iPad and Xbox, with plans to expand to Android smartphones and tablets.

The Hollywood Radio and Television Society refreshed its officer slate with industry bigwigs. Bela Bajaria (EVP of Universal TV) will serve as president, Adam Berkowitz (Co-head of TV at CAA) is VP, Ian Moffitt (head of premium content at Machinima) is secretary and Martha Henderson (EVP of Entertainment at City National Bank) is the group’s new treasurer.

~ RETURNING SERIES ~

USA has renewed Graceland for a season two. Finale of the Fox TV Studios production, which averaged 4.3 million viewers during its freshman run, airs Thursday, September 12 at 10p.

In season two of Oxygen‘s The Face, contestants will vie to be the face of hair care company Frederic Fekkai, reports People. Fekkai will make guest appearances on the show, and the winner will make appearances on behalf of the brand.

Singing competitions aren’t the only musical option on TV. The season three premiere of Verses and Flow debuts tonight on TV One, mixing spoken word performances with music from R&B powerhouses. “I am well aware for the power of music as a popular programming genre,” net chairman Alfred C. Liggins, III tells Cynopsis. “What makes Verses and Flow unique is the combination of music and spoken word which we think is a compelling and inspiring offering.” The series, produced by Lexus, bows at 9p.

Fox‘s The Mindy Project is getting ahead of itself. Scheduled to premiere Tuesday, September 17 at 9:30p, the first ep is already streaming on Fox.com, Fox Now and Hulu. Fox may be hoping a sneak peek at guest star James Franco will lure viewers to the broadcast.

First TLC rescued Who Do You Think You Are? after it was canceled by NBC; now the unscripted series is returning for another season on the cable station. The Shed Media production, which digs into celebs’ pasts, averaged 1.8 million P2+ viewers its first season on TLC.

Networks (both Cable & Broadcast) are faced with eroding ratings and ad dollars shifting from TV to Digital. That’s why Cynopsis is presenting a conference October 17 on what networks are doing  and what they need to do more of  to aggressively evolve to compete, and profit in this shifting landscape. Join us as our experts share the latest business and advertising models for success at the Cynopsis Future TV Summit!

Duncan Lacroix (Game of Thrones) has been added to Starz series Outlander, about a woman swept back in time. Series is set to premiere in 2104.

~ PRODUCTION & DEVELOPMENT ~

As Showtime‘s Dexter gears up for its series finale on Sunday, September 22, FX is developing its own serial killer project: a follow-up to American Psycho, the 1991 Bret Easton Ellis book and 2000 film about an upscale Manhattanite’s secret life. In the Lionsgate Television project, the killer takes on a protege.

Showtime is developing a drama about basketball, and they’re shooting for realism. The project comes from Lakers exec Jeanie Buss and Linda RamisStreet Reason Entertainment; among the exec producers are former Lakers coach (and Buss fiance) Phil Jackson and former Lakers star Kurt Rambis.

~ DISTRIBUTION ~

Tricon has inked a deal with Pivot for international distribution of the new net’s original half-hour factual and scripted programming, including Raising McCain, featuring Senator John McCain’s daughter Meghan, reality show Jersey Strong and late-night talker Take Part Live.

~ INTERNATIONAL HAPPENINGS ~

U.K.’s Virgin Media is bringing Netflix into its pay TV offerings. Subscribers will be able to access an app for the streaming service thought Virgin’s – TiVo set-top boxes; it’s the first time Netflix has partnered with a pay TV platform.

Poland will launch its first digital movie channel in April. Stopklatka TV, which will be required to broadcast 40 percent Polish films, will air on traditional television platforms as well as devices via the Internet.

~ RATINGS ~

Arsenio hit the ground running. The Arsenio Hall Show debuted Monday night tops in A18-49 with 1.0/4. Per Nielsen metered market ratings, the late-night syndicated talker beat its lead-in by 19 percent, jumping 60 percent over its lead-in in New York and 88 percent in LA, and delivering a whopping 90 percent increase over the September 2012 time period average.

Warner Bros. new syndicated talker Bethenny didn’t deliver blockbuster ratings, opening with .9/3 in households, down 10 percent from its year ago time slot average. The good news: In W25-54 the show drew .6/4, up 20 percent in the demo from a year ago.

The news was all good for Warner Bros. The Ellen DeGeneres Show, which kicked off its eleventh season with 3.1/8HH, up 41 percent from last September. In W25-54 Ellen was up 50 percent, with 1.8/11.

The Million Second Quiz wasn’t the major event NBC presumably hoped for, judging from Monday night’s numbers. The competition netted a respectable 1.7 rating/5 share in A18-49, with 6.5 million total viewers, but dropped to 1.6 in the 8:30p half hour. The show airs runs every night except Sunday through Thursday, September 12.
