Good morning.  It’s Tuesday, July 19, 2005, and this is your first early morning briefing.

Despite what you’ve read, not everyone thinks regulating the ratings accreditation process is a good idea.  Asian-language broadcaster KTSF / San Francisco, a Lincoln Broadcasting station, has sent a letter to the Chairman and Ranking Member of the Senate Commerce Committee, opposing legislation that would federally regulate television ratings.  KTSF General Manager Michael Sherman stated in the letter that the additional S. 1372 regulations introduced by Senator Conrad Burns (R-MT) in his F.A.I.R. Ratings Bill requiring mandatory accreditation by the MRC, would hinder the progress Asian and other multicultural programming entities are making in the San Francisco market. “Instead of spurring the growth of ethnic television, we believe this (legislation) would diminish entrepreneurial opportunities by creating unnecessary and contentious procedures for determining ratings.” Sherman went on to say, “As a broadcaster offering ethnic programming, I want to reiterate that for our markets to grow we must have access to the most relevant research information available.  … Passage of S. 1372 will not get us there.  The incentives and competitiveness of the free market system has already done a good job and can continue to better assist the recent surge in diverse ethnic programming.”

The Parents Television Council has been busy filing indecency complaints against Fox and its series The Inside, more specifically the episode which aired on June 15th.  The PTC claims the 9p show depicted graphic s#xual scenes and violence.  Says L. Brent Bozell, President of the PTC, “…Fox should know better. This episode will fill young minds with horrific images and warped views about s#xuality and human relationships.”  Bozell goes on to call again for the passage of the Broadcast Decency Enforcement Act, which calls for accelerated fines against any broadcaster the FCC determines aired “obscene, indecent or profane material” of up to $500,000 for each violation, as well as the potential loss of its broadcast license.

* MORE GOOD STUFF *

You knew this one was coming — ABC has renewed Dancing with the Stars, the BBC Worldwide competition series.  Look for this to find its way back to the primetime schedule in first quarter 2006, and probably with more than the first season’s six episodes.  Tho no announcement yets as to who the guest dancers will be, I personally would like to see Michael Jordan or Jason Alexander dance.

Four new film blocks will launch next month on the Starz and Encore thematic channels:

  • Starz Comedy will launch Crazy 8’s on Fridays at 8p featuring comedies including 13 Going on 30 and White Chicks
  • Starz Edge launches 9 Sharp airing on Thursdays at … you guessed it, 9 sharp. This channel is all about movies with an edge, and this block will include Butterfly Effect and The Bourne Supremacy
  • Encore Love premieres 9 O’Clock Nightly, airing Monday – Friday nights, with romantic titles including French Kiss and Hope Floats. Also on this channel, Saturday nights at 9 will be the new block Saturday Night Seduction with titles including Basic Instinct and Wild at Heart.  And finally, if those two aren’t enough, look for Girls Night In, the Sunday night 9p movie selection where it’s all about heartthrobs with Meet Joe Black and My Boss’ Daughter.

Spike TV has ordered 8 eps of a new competition/unscripted series called Super Agent.  The competitors are nine sports agents, and the target is Detroit Lions draft pick Shaun Cody.  At the end of each ep, Cody sends one agent packing.  The show premieres July 22.

* NEW ORDERS / DEVELOPMENT / PRODUCTION *

Paramount Network Television has signed Glenn Gordon Caron has signed a two year deal that will have him continue at the helm of NBC’s Medium as showrunner/exec prod, as well as create and develop new projects for the studio.

Lions Gate Films signed a multi-year, multi-picture development and production deal with LL Cool J.  Lions Gate Films’ Michael Paseornek, President/Production and John Sacchi, SVP/Production will oversee production for the company, with LL Cool J Incorporated and Jason Barrett of Alchemy Entertainment producing.  Jason Barrett is LL Cool J’s manager.  Lions Gate Films will retain all worldwide rights.

* EXECUTIVE MOVES *

Bill Hemmer, formerly of CNN’s morning show, has been signed at Fox News Channel as a daytime anchor.

Discovery Communications upped Barbara Bellini to SVP/Business Affairs. She will be responsible for the network’s global business affairs initiatives with an emphasis on investment growth in original programming worldwide.  Since joining the Discovery team in April 2004, Barbara has managed the Discovery Networks International business affairs units based in London, Miami and Singapore.  She will report to Dara Altman, EVP of business affairs, production management and program financing/distribution.

Sony Pictures Television International (SPTI) upped Christoph Pachler to SVP/CFO.  In his new position, he will manage the financial and business planning for Sony Pictures Entertainment’s (SPE) global TV operations and its distribution, international networks and international production divisions.  Christoph is taking over the position from Christina Brown.  He first joined the company in 1997 and was most recently VP of business development. Christoph will be based in Culver City and report to David Hendler, SPE’s EVP/CFO.

* RATINGS *

Monday–A18-49 Analysis:   CBS was in front on Monday night among A18-49 with an overall 2.8/8, according to fast affiliate ratings from Nielsen Media Research.  Fox followed with a 2.6/8, and then NBC 2.0/6, ABC 1.7/5, UPN 0.9/3, and WB 0.8/2.  At 8p CBS’ combo of King of Queens and Raymond repeats scored a 2.7/9, well ahead of #2 Nanny 911 with a 2.0/7 for Fox.  At 9p Fox continued with Hell’s Kitchen posting a 3.2/9.  CBS’ Rock Star INXS at 930p earned a 2.5/7, second only to Fox.  And a 10p CBS’ CSI: Miami delivered a time period winning 2.9/8.
