The European Union proposed a series of new online privacy rights on Thursday to help govern how services like Facebook and Google access and store users’ private information. A rewriting of the 1995 Data Protection Directive, the proposal seeks to strengthen individual rights, unify policies and revise data protection rules in the area of police and criminal justice to sharpen redress against violations. Meanwhile, reaching an agreement on internet privacy issues was cast into doubt here in the U.S. with departure of Rep. Rick Boucher (D-Va.), who had been Chairman of the Subcommittee on Communications, Technology and the Internet and the biggest advocate of a users’ bill of rights.
 

~ MULTIPLATFORM CONTENT NEWS ~

 
Time Warner shared more details about a “premium” VOD service to allow subscribers to view first run movies long before they’re out on VOD or iTunes. Just how premium will the price tag be, you ask? Initial reports peg the prices at anywhere from $30-$50 per showing – ouch.
 
Hulu officially opened its $10/mo. Hulu Plus service to the general public. Rather than just the most recent 5 episodes of a given show, Hulu Plus features entire seasons of some 45 current shows along with dozens of vault titles. The company says users will be able to access the service from Sony Bravia TVs in the near future and from Sony PlayStation Network accounts from next week.
 
ABC.com is hosting “Live from the Red Carpet” and “Artist Countdown” interactive events for the first time at The 44th Annual CMA Awards, airing Nov. 10 on ABC. Country Music fans can send in their questions for their favorite artists to be asked during the presentation. 
 

~ INNOVATORS & START-UPS ~

 
Protected film viewing site Go Screening.com is powering a new screening service at AFM this year, allowing film sellers to send online private screenings to their existing contacts. Screeners are sent as on-demand streams and (optionally) as files that can be downloaded straight to a DVD-R and played back on any DVD player.
 
Univision
is partnering once again with DISH Network on an iTV initiative to offer fans of the new dance competition show, “¡Mira Quien Baila!” (Look Who’s Dancing), the chance to vote for the best-dressed dancer each week by using their remote controls. The two teamed on a similar iTV app for the World Cup.
 

~ DIGITAL ADVERTISING ~

 
Google
and Publicis Groupe’s VivaKi extended an ongoing partnership that will incorporate a new platform for buying video and mobile display ads in the United States and Europe, per the NYTimes. The demand side platform is an extension of the VivaKi Nerve Center trading desk that allows advertisers to place orders for ads in real-time.
 

~ TECHNOLOGY DEALS, MERGERS AND SKIRMISHES ~

 
Continued losses at MySpace is leading to a loss of patience with the social network at News Corp., according to the company’s Wed. earnings call with analysts. CEO Chase Carey set a timetable of “quarters not years,” during which a turnaround must be affected.
 

~ TRENDS, RESEARCH, ETC.  ~

 
Location based services are far from a mainstream phenomenon, according to a new study from the Pew Internet & American Life Project, which figures that just 4% of online adults use services such as Foursquare or Gowalla. Mobile users frequent such “check in” services a bit more often, with 7% of the adults who go online with their mobile phone using a location-based service, according to a survey of 3,001 adults. Young users are the most frequent contributors, of course, with 8% of online adults ages 18-29 using location-based services, significantly more than online adults in any other age group. Men (6%) are twice as likely to use them then women (3%). Another 10% of online Hispanics use these services – significantly more than online whites (3%) or online blacks (5%).
 

~ GADGETS & APPS ~

 
Food Network is staking another claim on the App Store with a new fully stocked Kitchen App featuring 45,000 fully-indexed recipes. The $1.99 app, the second following a video viewing version, integrates with the Food Network website to allow you to access and save recipes online. Sharing via Facebook and Twitter is also enabled.
 
GSN has come up with a new Facebook app for its dating show “Baggage” hosted by Jerry Springer that allows you to customize your own baggage claim card with photos from your profile or hard drive. You can also personalize the message that appears above your photo.
 
A new “Green is Universal” Facebook app launches on Nov. 7th encouraging users to join an NBCU brand in pledging to change a part of their daily routine to positively impact the environment. Participants will also earn “green points” for every pledge they make to help raise money for charity. The greater the pledges’ environmental benefits, the higher the points allotted; once participants collectively earn 100,000 green points, GIU will donate $10,000 to the Nature Conservancy’s Fund for Gulf Coast Restoration.
 
EOnline has also expanded its “Keeping Up with the Kardashians” app to the Android platform featuring video and photo galleries real time Twitter feeds allowing fans to stay connected to Kim, Khloe and Kourtney 24/7.

named Dave Moll as Senior Director, Business Operations for NCAA Digital and promoted Alex Vargas to Senior Director for PGATOUR.COM and Justin Williams to Senior Director for NASCAR.COM. Dave and Alex will report to Mark Johnson, VP/Business Operations for PGATOUR.COM and NCAA Digital. Justin will report to Matthew Hong, SVP/GM of Sports Digital for Turner Sports.
 


~ WEBSITE OF THE DAY ~

 
Appitalism.com (tagline: fuel for your digital life) purports to be the first site to combine a social network with a multi-platform app store, profiling applications for all manner of smartphones, tablet devices, eBook readers and social networks (well, Facebook and Twitter, anyway.) The site offers open reviews, chatting and member profiles along with Foursquare-style badges and profiles to reward frequent contributors. The site, enabled by cloud computing and global payment platforms, maintains its own virtual currency, “App Credits”, that you can use to buy apps, ringtones, etc. The idea has merit if it can help worthy apps get noticed, but involving a middleman in app purchases (for real money) is not always comforting.
