FCC chairman Kevin Martin’s plan to force cable operators to carry more than 500 low-power TV stations on their systems was thwarted yesterday. Martin’s idea lacked two votes to pass and his intention was to have the agency vote on it today in Nashville. Major cable companies, including Comcast Corp., were opposed to Martin’s proposal, saying the added TV station carriage would infringe the First Amendment and potentially hinder the national digital conversion on February 17, 2009. On the opposite side, Martin contended the carriage of low-power TV stations would allow more diverse programming opportunities on cable systems.

Media Right Capital put a temporary hold on two of its series for The CW, Valentine and Easy Money. The shows will stop production for four to six weeks, although some shooting schedules will continue for both. MRC says the time-out was pre-planned and writers will be able to focus on unfinished scripts. Despite lower than expected ratings for the new series, MRC also indicates it will go ahead and produce 13 episodes for each series as planned.

Gospel Music Channel (GMC) will roll out a new unscripted original reality drama series titled Revolve: Rockin’ The Road this Friday with five episodes. This series focuses on the teen market and will follow four young members of the Revolve Tour. Produced by Women of Faith, Revolve travels cross-country with the goal to connect with teen girls through Christian music. The series is produced by ScreenSurge Studios for GMC.

VH1’s premiere of Rock Of Love Charm School With Sharon Osbourne last Sunday at 9p delivered a 1.4 A18-49 rating and attracted 2.4 million total viewers. Following at 10p, Pick-Up Artist 2 posted a 0.8 A18-49 rating and 1.2 million total viewers.

Fans of AMC’s Mad Men series will want to Tivo this Friday’s Jeopardy! as the trivia game show features a category focused on the series complete with Mad Men cast members offering clues. Check your local listings for stations and times for Jeopardy!

Starting this fourth quarter and throughout next year, Science Channel announced plans to premiere a full slate of original programs for its worldwide audience. The first original commissioned series for the U.S.-based Science Channel as well as for international broadcaster distribution is BRINK, a new interactive information series about cutting-edge developments in technology, research, inventions and science mysteries.

Spike TV and digital entertainment studio Worldwide Biggies Inc. are teaming to adapt the online series MoCap, LLC for television. Six 30m episodes have been ordered which offers a comedic look inside a low-budget motion capture studio that wants to do business with the video game industry. The series is set to debut on Spike next January.

Matthew Perry will star and produce a dark comedy pilot for Showtime called The End of Steve, cites Variety. Produced by Sony Pictures TV, the pilot has Perry in the lead as an ego-centric, angry afternoon talk show host on a local station in Rochester, NY. The show will be co-produced by Peter Tolan.

Real-life married duo Jason Jones and Samantha Bee, currently correspondents on Comedy Central’s The Daily Show With Jon Stewart agreed to co-create and co-write a script centered on themselves for CBS, per Variety. The yet unnamed comedy would be about a celebrity chef (Jones) and the two women who control his life (one played by Bee). In addition, Jones and Bee made separate talent holding deals with CBS and CBS Paramount Network TV.

signed the Prioritizing Resources and Organization for Intellectual Property Act on Monday that steepens the penalties for copyright infringements and establishes a “Copyright Czar” within the executive branch to oversee enforcement efforts. The bill, which has been criticized by consumer groups for benefitting only media companies and not artists, passed the Senate after a provision requiring the Dept. of Justice to enforce violations was removed. CYNOPSIS KIDS – TODAY’S TOP STORYStacey Snider and Steven Spielberg enter into a 7-year worldwide distribution deal between their new motion picture company and Universal Studios, which is expected to begin in 2009 and include approximately 6 films per year.  Just weeks ago Snider and Spielberg exited their deal with Paramount Pictures to partner with Reliance Big Entertainment on a new movie company.  Reliance will distribute the new studio’s projects in India.  David Geffen negotiated the deal on behalf of the new motion picture company.  As previously announced, Geffen will not be joining Snider and Spielberg in the new company. CYNOPSIS INTERNATIONAL – TODAY’S TOP STORY: VOOM HD Holdings LLC, VOOM HD Networks’ distributor, and Infinite Frameworks (IFW) sealed the deal to co-produce and distribute up to $20 million of high-def programming over the next 5 years with each company investing up to $10 million for production and post-production.  While all post-production will take place at IFW’s Singapore-based facilities, the two will work with other international production companies on programming across varied genres.   Full edition: CYN INTERNATIONAL.

Starting out, CBS’ 60 Minutes with 1.9/6 barely edged out ABC’s America’s Funniest Home Videos at 1.9/5. NFL on NBC led at 8p with 4.9/13, while ABC’s Extreme Makeover: Home Edition posted a 3.8/10. ABC came out on top during 9p with Desperate Housewives at 5.9/14 with NBC’s football match following in second place at 5.5/13. Ratings see-sawed again at 10p as the last hour of the NFL game on NBC won with 4.9/12, well in front of ABC’s Brothers & Sisters which came next at 3.6/9.

~ EXECUTIVE MOVES ~

Colin Callender, President of HBO Films will leave his position to establish a new entertainment and content company which will be announced in 2009. Colin has been with HBO since 1987 and following his departure, Kary Antholis will gain the post as President, HBO Miniseries and Len Amato will become President, HBO Films. Both will report to Michael Lombardo, President/Programming Group and West Coast Operations.

Andrew Lack was appointed as CEO at Bloomberg to head its multimedia group and be in charge of the company’s operational growth in television, interactive and radio. Working closely with Founder/Editor-in-Chief, Matthew Winkler and Chief Content Officer, Norman Pearlstine, Andrew reports to Bloomberg L.P. President Dan Doctoroff.

Turner Sports upgraded Jon Kropp to VP/Strategy and Acquisitions where he will now have more responsibility in the areas of strategic direction and future growth in the linear and digital properties as well as new business. Based in Atlanta, Jon reports to Lenny Daniels, SVP/Production and New Media.

ReelzChannel increased its advertising division by opening a new office in Chicago and appointed four new executives: Dan Kelly as Director/Advertising Sales based at the Los Angeles office; Kimberly Hagan as Account Manager/Advertising Sales to lead the new Chicago office; Kim Duffy and Mark Campinell as AEs/Advertising Sales based in the New York office. All four will report to Amy Jo Wayne, SVP/Advertising Sales.

Alberto Santini Lara joins Azteca America as EVP/Programming. While based in both Mexico City and Los Angeles, Alberto will be the senior programming liaison between Azteca America and parent network TV Azteca. Alberto’s roster of duties includes strategic planning, development and purchase of new properties as well as developing relationships with producers, production companies and filmmakers. He will also manage on-air promotions and productions emanating from Mexico. Alberto reports to Adrian Steckel, CEO.

SCI FI Channel upped Thomas Vitale to EVP/Programming and Original Movies. Thomas, who has been with SCI FI since 1993, has worked in many capacities and most recently as SVP/Programming and Original Movies. Thomas continues to spearhead the network’s original movie development for SCI FI and Chiller.  Well done Tom!!

Public relations firm Sayles & Winnikoff Communications hired Jennifer Buglione as AE to handle the Anchor Bay Entertainment, RHI Entertainment, Chorion and Simon & Schuster accounts.
