FCC’s media bureau is allowing administrative hearings for the NFL Network, WealthTV and the Mid-Atlantic Sports Network, saying there is enough evidence that all three are experiencing discrimination. The networks have complained to the FCC that cable providers including Comcast, Cox, Time Warner Cable and Bright House Networks are not carrying their networks at all or are not placing them on basic channel packages. The FCC said it has not reached a final verdict on the complaints, emphasizing hearings by an administrative judge are necessary to determine if action is needed.

Comedy Central’s recent season premiere of South Park last Wednesday at 10p drew in 2.8 million A18-49 viewers and 3.7 million total viewers. Following at 1030p, The Sarah Silverman Program opened with 1.8 million A18-49 viewers and 2.4 million total viewers.

Skating in with opening night viewers for the National Hockey League (NHL), VERSUS scored nearly 573,000 total viewers for the October 9 Detroit Red Wings match against the Toronto Maple Leafs.

Granite Broadcasting Corporation is switching the call letters of KBWB/San Francisco to its original call letters, KOFY (pronounced “coffee”). The station is launching a re-brand and new programming lineup and overall identity harking back to the station’s strengths of the past and introduced in the 1980’s and ’90s by then Pres/GM Jim Gabbert.  Additionally, KOFY will be focusing on local and current syndicated TV shows utilizing local personalities, and will re-introduce the dogs within every station ID, also a Gabbert throw-back!

Golf Channel is stepping up its PGA Tour content by including live weekend coverage of 12 events next year. In addition to Golf Channel’s Thursday and Friday coverage of major tournaments, the new weekend telecasts, which will include live tournament action, news, analysis and interviews, will offer lead-in coverage of tournaments that air on CBS. CBS will then begin its telecasts after Golf Channel’s coverage airs. Furthermore, Golf Channel will have the opportunity to rerun weekend coverage and produce tournament highlight shows for broadcast in primetime on Mondays.

This fall, Fox Reality Channel introduces the first Apple iPhone mobile service offering reality-only content. The content which consists of behind-the-scenes footage and bonus material from Fox Reality Channel original series Battle of the Bods, 2008 Fox Reality Channel Really Awards, The Academy and Gimme My Reality Show! among other shows, is available on iPhones and smartphones at www.foxreality.com or via mobile at mvideo .foxreality.com .

With all the media attention on the political parodies featured on NBC’s SNL, Integrated Media Measurement Inc. released an interesting fact: Of those who watched at least one of the three SNL skits, 33% watched it on TV during the original live broadcast while 67% watched it online or via a DVR.

~ PRODUCTION & DEVELOPMENT ~

VH1 is spreading the love as the network is giving Rock of Love 2 contender Daisy De La Hoya her own show called Daisy of Love, according to THR. Created and executive produced by Mark Cronin and Cris Abrego of 51 Minds Entertainment, which is also behind Rock of Love, the new show will feature Daisy looking for love among a passel of suitors when it debuts next spring. Casting has started at DaisyOfLoveCasting.com and people can vote for their favorite participants beginning this week. Ben Samek also executive produces the new show.

Pinkness will slink on TV once more as the Cartoon Network brings a new animated Pink Panther series to its global networks by fall of 2009. Turner Broadcasting and MGM Worldwide Television are collaborating on Pink Panther & Pals, a 30m series with 26 episodes. Production has started in Los Angles and Amman, Jordan and the project is being co-produced by MGM and Jordan-based Rubicon. The new series will depict the Pink Panther as a teenager who, along with his cadre of new and old friends such as Ant and Aardvark, gets into trouble and funny situations. For older fans, the original Pink Panther theme music will also be reprised from the classic TV series and theatrical shorts. In addition, MGM will launch licensing and merchandising efforts surrounding the new show next year.

DuBose Entertainment, specializing in unscripted urban television projects recently extended their business model to include scripted television and feature film production. DuBose secured the media rights to the Black Mafia Family story and is writing a scripted series along with a feature film and a book.

Smile … You’re Under Arrest, is a new prank show luring real-life criminals to fake scenarios where they will be arrested by the police. Fox Reality Channel premieres this new original series on December 27 at 4p.

The CW ordered six episodes of a wedding themed series tentatively titled For Better or Worse, cites TV Week. The series will be produced by RDF USA with Mike Fleiss and his Warner Horizon-based Next Entertainment. Each 60m episode will follow engaged couples during one week of stressful wedding planning then at the end of the week, the couples will have to decide if they still want to get married or not.

Starz Entertainment ordered a 10-episode scripted series called Party Down from Rob Thomas, creator of Veronica Mars. The 30m comedy is about six aspiring performers who work for a Los Angeles catering company hoping for their first big break. John Enbom, Paul Rudd and Dan Etheridge all co-created the show with Thomas. Starz Media will produce the project.

MGM and Lakeshore Entertainment are partnering to produce a modern-day feature film version of FAME spotlighting a new crop of talented freshmen at the High School for the Performing Arts. The original 1980 film spun off a multi-layered franchise that included successful TV shows, stage shows and music.

DreamWorks made a new seven-year distribution deal with Universal Pictures reports Variety. The arrangement includes six films per year giving Universal an 8% distribution fee for releasing DreamWorks’ films. The pact technically can begin next year, although the first film in the new collaboration will likely be released in 2010 since Paramount Pictures is set to distribute DreamWorks films through the end of 2009.

CYNOPSIS KIDS – TODAY’S TOP STORY: Toy company Spin Master Ltd is here at Mipcom announcing the formation of Spin Master Entertainment, which will focus on design, development and production of cross-media entertainment properties.  Spin Master Entertainment’s initial focus will be to develop and produce new entertainment properties based on original content, co-production and the development of its own proprietary brands.  Spin Master’s Matt Wexler will head the new division in his new role as Executive Producer.  Spin Master’s VP Global Licensing, Adam Beder and Chairman and Co-CEO Ronnen Harary will also guide the company and serve as exec producers.  Full edition: CYN KIDS.

CYNOPSIS INTERNATIONAL – TODAY’S TOP STORY:  Japan’s NHK broadcaster is leading the production efforts for a newly announced 6×6-minute blue chip Weird Edens history documentary series. One of NHK’s co-production partners, New Zealand’s NHNZ factual production house will team up with NHK on the show.  Set to air at the end of 2010, Weird Edens will look at six magical environments and its bizarre creatures.  Full edition: CYN INTERNATIONAL.

Friday – A18-49 Analysis:  CBS’ ratings held steady Friday night at 2.2/7 A18-49, according to final national ratings from Nielsen Media Research. CBS’ Ghost Whisperer scared up the best ratings at 8p with 2.7/10. At 9p, The Ex List on CBS nipped in a close win at 1.9/6 just over ABC’s SuperNanny at 1.8/6. Then at 10p, ABC’s 20/20 and CBS’ Numb3rs tied for first place at 2.2/7 each while Life on NBC posted a 1.4/4.

Warner Bros. Domestic Television Distribution (WBDTD) engineered a streamlined domestic television marketing organization for broadcast and cable and in so doing promoted Susan Kantor to the new position of EVP/Marketing for WBDTD and Telepictures Productions. Susan will now supervise a WBDTD domestic marketing group in charge of all trade and consumer marketing and advertising campaigns for WBDTD’s programming and offering sales support for WBDTD, Telepictures and Warner Bros. Media Sales. Susan will still report to Ken Werner, President, WBDTD and will work in tandem with Hilary Estey McLoughlin, President, Telepictures Productions and Lisa Gregorian, EVP/Worldwide Marketing, Warner Bros. Television Group. In addition, Susan was involved in putting together a team of executives for WBDTD: Debbie Brunner joins as VP/Creative; Clint Manny is VP/Marketing; Maury Leitner elevated to VP/Marketing and Advertising; and Shelley Clark as Manager/Promotion. Previously announced additions to the marketing team include Charlotte Koppe as VP/Station Relations and Todd Lacey as Director/Station Relations and Co-op.

Alan Klein was appointed EVP for the new IFCtv/Sundance Channel Partnerships, Operations and Business Development division. In this new role, Alan will concentrate on long-term partnerships and business development while continuing to report to Evan Shapiro, President, IFCtv and Sundance Channel. Moreover, Kim Gabelmann was upped to SVP/Branded Entertainment and Partnership, IFCtv and Sundance Channel, reporting to Alan Klein. Kim will manage daily sponsorship sales for the new division. Other appointments for the new unit include Lee Sparer as VP/Branded Entertainment and Partnerships to supervise the West Coast office; Dan Shulman was added as VP/Digital Sales, Licensing and Business Development to manage digital sponsorship sales for ifc.com and sundance.com; and Kevin Cirrito as VP/Sales and Planning to sell both networks and be involved with pricing, planning and operations.

Wedding TV tapped Nick Tiday as Head/Media Sales coming from Horse and Country TV where he led the sales team.

DuBose Entertainment hired Robyn Lattaker-Johnson as President to manage the company’s recent expansion into scripted and feature film production. Robyn will oversee television and feature film development and joins from BET Networks where she held the position of SVP/Original Program Development.

Sean O’Boyle advanced to EVP/GSM with NBC Universal Domestic Television Distribution. Sean will continue to manage daily domestic broadcast sales for the company’s first-run and off-network syndicated programs in addition to the unit’s five regional sales offices in New York, Los Angeles, Chicago, Atlanta and Dallas. He will report to Barry Wallach, President, NBC Universal Domestic Television Distribution,

Brand Performance, LLC recruited Rick Simpson as COO. Rick comes from Toronto-based Truition where he served as VP/Services.

Phil Guerini moves into the new position as VP/Marketing with Radio Disney, reporting to Michael Riley, SVP/GM. Phil will supervise Radio Disney’s national and local marketing efforts. Previously, Phil was employed by Walt Disney Records since 2006 as Executive Director/Broadcast and Strategic Marketing.
