Nielsen reports the total estimated viewers for the second live Presidential Debate between candidates Senators Barack Obama and John McCain Tuesday night from 9-1030p reached 63.2 million total viewers. Nielsen’s combined total viewer number includes 11 networks: ABC, CBS, FOX, NBC, Telemundo, Univision, BBC-America, CNBC, CNN, FOX News Channel and MSNBC. ABC did the best again with 13.2 million viewers, followed by NBC at 10.8 million, CBS 9.4 million, CNN 9.2 million, FOX News Channel 8.7 million and MSNBC 3.7 million. PBS/NewsHour also estimates 2.8 million viewers watched its live coverage of the town hall-style Presidential Debate between 9-11p. In addition, Nielsen released household ratings for Tuesday’s Presidential Debate based on 55 out of 56 local markets containing electronic TV meters. Overall, the combined local market HH rating was a 42.1.

A&E Network hits the streets with new police officers as new series Rookies premieres October 21 at 10p with two back-to-back 30m episodes. Shot on location in Jefferson Parish, Louisiana and Tampa, cameras will go along with rookie officers in squad cars as each patrol their beat for the first time. The series is produced for A&E by Tiger Aspect and The Greif Company.

On Tuesday, the Board of Governors of the Academy of Motion Pictures Arts and Sciences voted to lift the ban on movie commercials during the Oscar telecast. This ban on movie ads has existed since the early 1950s when the award event first began on TV. For the 81st annual Academy Awards airing February 22 on ABC, the board will now allow a limited number of ads to run promoting movies opening the last week of April at the earliest. The board also stipulates distributors will have one spot promoting only one movie while each commercial break will only contain one movie spot. 

GM revamped its $2 billion account with Publicis’ Starcom MediaVest Group, citing a need to manage costs and decrease expenses, writes MediaBuyerPlanner. GM also took away planning/buying functions for local dealers, giving them to Martin Retail Group, a division of Publicis and Velocity, part of Campbell-Ewald. As a result, Starcom MediaVest Group will lay off approximately 100 staffers working on the local dealer side and 50 more focused on the GM account, comprising an employee reduction of 5-10%.

~ PRODUCTION & DEVELOPMENT ~

An original drama pilot, with an option to go to series, about the Irish Mob in Boston was ordered by Spike TV from MGM Television Entertainment. Production will begin later this fall in Boston on the yet-to-be-named two-hour pilot, written by Chris Bertolini, directed by Walter Hill and executive produced by Dana White, president of Ultimate Fighting Championship and Tom Lynch of the Tom Lynch Company. The project is about what happens when the mob boss suddenly leaves his position and rivals spring forth to fight for control of Boston’s streets.

ABC Family announced orders for two new pilots, with both going into production this fall and filmed in Los Angeles:

  • Ruby and The Rockits – 30m multi-camera comedy series about Patrick Callahan a husband and father and former teen idol who takes in band mate, David and his teenage daughter, Ruby. David wants to continue to tour and enlists Patrick’s help in raising Ruby. Former teen idol Shaun Cassidy writes the pilot with Ed Yeager; Cassidy also executive produces with Marsh McCall. The pilot stars Alexa Vega, Austin Butler, Patrick Cassidy and 1970s teen idol David Cassidy. ABC Studios produces.
  • 10 Things I Hate About You – a 30m single-camera project based on the movie of the same name about the Stratford sisters, who are as different as night and day starting at a new high school together. Carter Covington will executive produce and write the pilot script. From Prodco, Inc. 

FOX News Channel re-upped with Sean Hannity to keep the co-host of Hannity & Colmes with the network through 2012. Hannity also hosts the Sunday show Hannity’s America on FOX News and just inked a new $20 million deal for his syndicated radio show that is heard in 500 markets.

With only a few legal dramas currently on TV, David E. Kelley is sticking with this genre, writing a new legal drama spec script for Warner Bros. TV, reports THR. Kelley, who moved to Warner Bros. last May after having been with 20th Television for twenty years, is taking this 60m project to the broadcast networks this week and perhaps will snag a commitment. At this time, Kelley’s legal dramedy Boston Legal on ABC is completing production on 13 episodes.

Marvel Animation started production on a new animated series The Avengers: Earth’s Mightiest Heroes. Twenty-six total episodes are in the works by Film Roman (The Simpsons, King of the Hill) for a planned broadcast debut in 2011 to coincide with Marvel Studios’ live-action movies releases The First Avenger: Captain America and The Avengers. Ciro Nieli will produce the television series with Christopher Yost as story editor. Marvel Animation is the cartoon division of Marvel Entertainment.

Discovery Channel signed former NFL and FOX Sports broadcaster, Ron Pitts as host of Destroyed in Seconds. In the half-hour series, Ron will present courageous stories about people who have had to make quick life and death decisions on land, sea and air. Destroyed in Seconds airs on Thursdays at 9p.

CYNOPSIS DIGITAL – TODAY’S TOP STORY
:
As the U.S. financial crisis spreads to foreign lands media giants are realizing that users both here and abroad are seeking news with a more global outlook. Beginning next spring NYTimes.com and IHT.com (International Herald Tribune) will combine forces to form a unified co-branded site giving both domestic and international readers the choice between a US or Global edition. An internal memo obtained by Cynopsis Digital explains that the Herald Tribune will maintain its own editorial staffs in Paris and Hong Kong but that “some hard decisions” will have to be made regarding job cuts. Since the NYTimes.com has been available around the world users have found IHT.com somewhat superfluous. While traffic at NYTimes.com has increased steadily over the past year, more than doubling to 19.4 million uniques in August per ComScore, IHT.com has struggled reaching just 2.5 million visitors during the same month. Meanwhile BBC.com is working on an overhaul for next summer that will include a U.S. version of the homepage tailored to American readers. The BBC will also begin providing local PBS affiliate sites with text and video clips from BBC World News next month, confirmed Richard Porter, Head of News at for the program. Tuesday – A18-49 Analysis: ABC tipped the scale to win Tuesday night with 3.4/9 A18-49 according to final national ratings from Nielsen Media Research. During 8p, CBS’ NCIS won by a skosh at 3.7/10 over ABC’s Dancing with the Stars Results at 3.6/10. From 9p-1030p most networks aired the second live presidential debate and ratings data was not available. Then at 1030p, ABC and NBC tied for first place with their post-debate analysis at 2.9/7 each while CBS’ analysis posted a 2.3/6.
