Cynopsis: Kids!

Good morning. It’s Friday, May 9, 2008, and this is your first early morning briefing.

The Federal Trade Commission (FTC) takes tweens/teens 13-16 on its latest undercover shopping spree to see if the underagers (all unaccompanied by adults) were able to purchase Mature rated games, R-rated movie tickets and DVDs and the like.  The answer overall is good news, with the undercover kids being turned down more often than ever, in most categories, since the FTC conducted its first such survey in 2000.  This time around tween/teens were successful just 20% of the times they tried to buy Mature-rated video games (or turned down 80% of the time), which is a big improvement from 2006 when they were able to buy such titles 42% of the time (or turned down 58% of the time), and in 2000 when they were able to buy M-rated games about 85% of the time.  As for DVD/home video retailers in the survey this year, the young shoppers had success buying R-rated titles 47% and unrated DVD titles 51% of the time, down a good deal from 71% in both categories in 2006.  The results were not quite as good for movie theaters where the undercover kids were able to purchase tickets to R-rated movies 35% of the time, which though an improvement over 2000 is just about the same as in 2003.

This week US House of Representatives Lee Terry (R-Nebraska) and Jim Matheson (D-Utah) introduced the bi-partisan Video Games Ratings Enforcement Act, that if enacted would prevent underage kids from purchasing video games rated Adults Only (AO) or Mature (M), by requiring retailers to check ID of all consumers purchasing such video games, per Variety.  Additionally, retailers would need to clearly display explanations of the Entertainment Software Rating Board’s (ESRB) ratings system, or be subject to a $5,000 fine.  Yes, we’ve been here before – and all the states that have tried to ratify such laws have failed to do so because Judges have upheld that the laws would conflict with First Amendment rights.  Rep. Terry hopes to avoid the First Amendment clash, by explaining that the bill does not advocate, “… defining the standards for ‘mature’ or ‘adults only,'” but rather wants to check the buyers age and make sure the ratings explanations are right up front.

NEW PRODUCTION & DEVELOPMENT

Nickelodeon Latin America teams with Sony Pictures Television International to co-produce a tween-targeted original telenovela, Isa TKM (Isa, I Luv U), according to Variety.  Set to begin production in Venezuela this summer, the series will be produced in Spanish and then dubbed in Portuguese for air on Nick Brazil.  A coming of age story, the telenovelas is written by Venezuelan playwright Mariela Romero.

MORE KIDS STUFF

CBeebies will launch the new animated series 3rd & Bird in fall 2008.  The music filled show is created by Josh Selig and produced by in London by his NY-based company Little Airplane Productions.  3rd & Bird revolves around Samuel and Muffin Lovebird and their pal Rudy who live in a tree and deal with everyday preschool-centric issues.

In other BBC kid news, Studio100 Media, the rights management unit of Studio100, enters into a distribution partnership with CBBC in-house production.  Under the deal Studio100 Media will manage the worldwide distribution rights (excluding North and South America and the UK) for CBBC’s K6-12 targeted programs and formats, the sitcom/variety show hybrid The Slammer, the “adventure game show” Trapped and the reality format Beat the Boss.

Coolabi Production inks a broadcast deal for its new animated series Poppy Cat (52×11) to Nickelodeon’s Nick Jr. Australia.  The preschool series is based on author/illustrator Lara Jones’ Poppy Cat series of books.  Scheduled to debut in 2009, Poppy Cat has also been acquired by Nick Jr. in the UK.

Rocket Licensing has inked a deal with UK indie producer Mentorn Media, to produce a factual TV series based on the book The Dangerous Book for Boys.  The TV series, titled Dangerous Adventures For Boys, which will air on Five (UK) later this year in 6×60 episodes, follows celebrity dads and their sons as they embark on various expeditions.

Taffy Entertainment inks broadcast and video rights deals for a range of series:

  • Disney Channel Latin America and DeAgostini Neo Network (Italy) pick up Cosmic Quantum Ray (26×22); ATV (Hong Kong) acquires Growing Up Creepie (52×11); Cartoon Network Australia and MTV3 (Finland) take seasons 3 and 4 of Code Lyoko (97×26); and The Fantastic Four (26×26) will air on ERG Media (China) and ABS-CBN (Philippines) and will be available in Indonesia on home video (PT Unggul Cipta Piranti).  JimJam signs deals for ToddWorld (78×11) for air in Italy, Central and Eastern Europe and the Middle East, and Ava Riko Teo (aka Lamimila) (65×7), which will run the Middle East; in a package deal, Brightspark (UK) takes video rights to ToddWorld, SamSam (52×7); Pet Alien (104×11) and Mix Master (39×22); while Sun TV (India) takes Code Lyoko, SamSam, Bobby’s World (81×22), Babaloos (130×5), and Flight Squad (26×26).

MARKETING/LICENSING

THQ and Marvel Entertainment have entered into an exclusive licensing deal to create video games based on the new K4-10 aimed stylized animated franchise Marvel Super Hero Squad.  Under the multi-year agreement, THQ holds the exclusive, worldwide rights to publish content based on Super Hero Squad for all current and next-generation consoles, handheld systems, as well as Windows PC. The initial Marvel Super Hero Squad game is scheduled for release in fall 2009.

Sorpresa Network and Major League Soccer (MLS) are kicking-off their 7-month long joint kid-targeted get active and healthy living initiative, Juega Como un MLS Pro (Play Like an MLS Pro).  Sorpresa will launch its interactive online promotions at this weekend at the MLS Futbolito soccer tournament in LA.  The promotion encourages kids to get football/soccer skill tips from MLS players by asking questions in user-generated videos, which will be posted on the Play Like an MLS Pro website (accessible via www.sorpresatv.com, www.mlsnet.com and the Spanish-language site www.futbolmls.com).  Kids can then vote on which video questions and answers will be featured on Sorpresa.  But first they have to find an online kid reporter, which will be done the Reporterito contest, which can be entered at sorpresatv.com May 10-June 13.
