Speaking of the Presidential election, network executives will move forward with declaring a winner tonight once either Barack Obama or John McCain hits the needed 270 electoral votes, per THR. The networks could announce the winner, even before voters in Western states such as California, Nevada and Washington finish voting, though all said they will be careful to accurately project the race but will not hold breaking news results until all polls have closed.

FOX unveils the new unscripted series Secret Millionaire December 3 at 8p where undercover millionaires will leave their posh lifestyles to live among needy people in impoverished areas of the U.S. The millionaires will work together with community members, learning how to live on a minimum wage salary. In the end, the millionaires will decide who should receive gifts of at least $100,000 of their own money. RDF USA and Rocket Science Laboratories produce the series.

Elsewhere on Fox – with the news King of the Hill will not be renewed on Fox for another season, comes word ABC may be interested in picking up the animated sitcom.  The proposed plan is to pair the Mike Judge King of the Hill series with the ABC sitcom, also from Judge, The Goode Family.  ABC’s animated series is currently slated to make a return this midseason.

IFC premieres a new documentary series The IFC Media Project November 18 at 8p. The six-part, 30-minute series, created by Meghan O’Hara, a producer on Fahrenheit 9/11 and Sicko, will take an in-depth look at today’s news coverage from top media outlets. Gideon Yago (CBS, MTV) will host and HonestEngineTV produces.

~ DISTRIBUTION, CLEARANCE & CARRIAGE ~

Meredith Corporation licensed its one-hour daily lifestyle show Better on Gannett’s KTVD/Denver starting December 1; Winston Broadcasting’s WBNX/Cleveland on December 29; and CBS-owned KBCW/San Francisco beginning next spring. These three stations increased Better’s distribution to nearly 30% of U.S. households and currently the show is on in more than 40 markets.

Starz Entertainment acquired an array of first-run and library movie titles from Summit, Lionsgate, Hallmark, IFC, the Samuel Goldwyn Co., First Look and Fremantle. The agreement gives Starz flexibility to carry the content on many distribution outlets including its 16 linear channels, HD, Starz On Demand and its broadband video download service, Starz Play. Examples of the first-run titles are P2 from Summit; Goya’s Ghost from the Samuel Goldwyn Co.; and After the Wedding from IFC among others. Classic library titles include 20,000 Leagues Under the Sea, By Dawn’s Early Light, Call of the Wild, Bye Bye Birdie, Hound of the Baskervilles and Rear Window from Hallmark.

Disney and ESPN Media Networks made a multi-year deal with NCTC, the not-for-profit programming and hardware purchasing cooperative. The deal allows NCTC operators carriage of ESPNU and six hi-def channels including ESPNU HD, ESPN2 HD, ESPNEWS HD, ABC Family HD, Disney Channel HD and Toon Disney HD.

~ PRODUCTION & DEVELOPMENT ~

Jesse Alexander and Jeph Loeb, co-executive producers on NBC’s Heroes were laid off Sunday. Both had been with the show since its inception and led the daily production operation reporting to Tim Kring, creator/executive producer. In its third season, Heroes, produced by Universal Media Studios, has posted lower than expected ratings and the show is dealing with budget overruns this season. Alexander and Loeb were apparently cut because NBC’s executives are concerned about the creative direction of the show.

CBS ordered an untitled reality game show from Mike Fleiss (The Bachelor). The seven-episode project, produced by Warner Horizon Television and Fleiss’ Next Entertainment, centers on neighbors battling each other for a grand prize. CBS apparently offered a premium license fee for the show but has yet to schedule a roll-out date for the series.

FX is developing Staten Island, a New York-based police drama with Lawrence O’Donnell (The West Wing) and Mandalay Television, reports THR. A co-production of FX Productions and Fox 21, Staten Island is about a compromised police chief based in this borough. FX may introduce this drama to replace The Shield which ends its run on November 25.

Fuse made a three-year deal to be the new TV and online partner for the Rock and Roll Hall of Fame induction ceremony. The first of three specials will air April 4 at 8p from Cleveland’s Public Hall. The agreement also encompasses live telecasts of the induction ceremonies in 2010 and 2011 from the Waldorf-Astoria Hotel in New York City.

Michael Kay signed a multi-year extension with YES Network to continue as the lead New York Yankees play-by-play voice.

~ ELSEWHERE IN CYNOPSIS ~

CYNOPSIS DIGITAL – TODAY’S TOP STORY:  There’s a new way for video portals to benefit from user submissions of copyright protected clips on the fly. MySpace and online ad technology provider Auditude have signed a deal with MTV Networks to dynamically place pre and post-roll ads within clips of its shows such as Comedy Central’s The Daily Show and MTV’s The Hills uploaded to social networking site by fans. The agreement even gives MySpace users the right to upload full episodes to the portal. Auditude’s system also tags videos with an attribution overlay informing viewers of the show’s original airdate and a link back to where they can purchase a digital copy of the episode.   Full edition: CYN DIGITAL.

CYNOPSIS KIDS – TODAY’S TOP STORY: Everyone … altogether now … Disney Pictures is set to release a sing-a-long version of its new feature film High School Musical 3: Senior Year on November 7, 2008 at 125 theaters nationwide.  While the sing-a-long versions of the HSM movies have been a successful model for Disney Channel, this is the first ever Disney Picture sing-a-long movie release.  Full edition: CYN KIDS.

CYNOPSIS INTERNATIONAL – TODAY’S TOP STORY:  The mystery is on with Sony Pictures Television International‘s (SPTI) latest acquisition.  The company bought Mystery Channel, Inc. in Japan to join its existing AXN and ANIMAX channels in the country.  The new acquisition will become a Sony Pictures Entertainment (Japan) subsidiary following SPTI’s (SPEJ), the Japanese subsidiary of Sony Pictures Entertainment that has local oversight of SPTI’s buyout of the Mystery Channel’s outstanding shares from Marubeni Corporation, Media International Corporation and Broadmedia Studios Corporation.   Full edition: CYN INTERNATIONAL.

Friday – A18-49 Analysis:  CBS “frightened” the competition Friday night winning with a clean sweep at 2.2/8 A18-49, according to final national ratings from Nielsen Media Research. At 8p, CBS hit its magic number of 2.2/8 for Ghost Whisperer and maintained the same top rating at 9p for the encore of NCIS. CBS’ #1 ratings ticked up a notch at 10p as Numb3rs won with 2.3/7.

~ EXECUTIVE MOVES ~

Twentieth Century Fox Television Distribution elevated Yoni Cohen to SVP/International Development and Sales and Denis Cantin to VP/Europe. Yoni will continue to manage feature and series sales as well as head the use of Fox television rights to increase international television formats and co-production business. Based in London, he will jointly report to Steve Cornish, SVP/GM, Europe and Marion Edwards, President/International TV. Denis will continue to be involved with free, basic TV and FOD sales for certain European regions and will now handle Fox’s scripted and unscripted formats and co-productions businesses. Based in Paris, Denis reports to both Gerard Grant, SVP/GM, Europe and to Yoni Cohen.

Meredith Momoda was appointed as VP/Integrated Marketing with OWN: The Oprah Winfrey Network, starting immediately. Meredith joins from Discovery Communications’ TLC where she serves as President/Integrated Marketing. At OWN, Meredith will spearhead product integrations and be the main contact between the network’s advertising sales, marketing and programming divisions in addition to production companies, agencies and others involved with branded entertainment. Meredith will report to the Head/Marketing.

Andy Fisher is retiring as President of Cox Television at the end of the calendar year after 24 years with Cox.  Stepping up into the Presidential seat will be Vice President Bruce Baker.

Alison Kenney Paul was elected President of the Network of Executive Women, Consumer Products and Retail Industry. Alison, who is a Principal in the Retail and Consumer Products Practices at Deloitte in Chicago, succeeds Helayne Angelus, Principal of Inspirational Performance LLC.

STAR Marketing Services Group named Matthew Sinacori to the new position of VP/Operations and Business Development. Matthew will manage operations, human resources, business development and marketing goals as well as special projects. Located in New York, Matthew will report to Ed McNally, CEO, STAR Marketing.

SellPoint Inc., specializing in online VOD product tours, hired George Giatzis to the position of VP/Sales.

Trailer Park Television upped Mike Leathers to President/Co-Creative Director and recruited Sarah Pierce as SVP/Co-Creative Director. Mike has been with the company since 2006 and directs creative and production for marketing campaigns. Previously, Sarah was VP/On-Air Promotion with NBC Universal Emerging Networks.

MarVista Entertainment ramps up its new Los Angeles-area production facility by adding Robyn Snyder as VP/Production to supervise all development and production on television movie and series projects. Based in Santa Monica, Robyn will report to Marc Lorber, SVP/Production. In addition, Michael Wilson was upgraded to Manager/International Sales to assist with sales in Eastern European and Latin American territories. Michael reports to Vanessa Goglio, SVP/International Sales. Paul Hazen was also tapped as VP/Acquisitions and Operations where he will be manage the acquisition of new film and TV properties for the company’s library. He reports to Michael Jacobs, President.
