It's Monday, February 26, 2007 and this is your first early morning Kids! briefing. The FCC is expected to levy a record-breaking $24 million fine against Univision for violating children's TV regulations, per a New York Times report over the weekend. Though the fine is still awaiting final approval by a majority of the FCC's five commissioners, the Spanish-language broadcaster has reportedly signed on the dotted line agreeing to pay the fine as part of a consent decree in order to finalize the network's $12.3 billion sale to Haim Saban's investment group. According to the kid's TV rules, stations are required to air three-hours of kid-targeted educational programming each week. That said, complaints against Univision allege that between 2004 and the beginning of 2006, Univision and 24 of its stations labeled some of its programming as educational, but those shows included some adult-targeted telenovelas, such as Complices al Rescate with the adventures of 11-year-old identical twin girls. This $24 million fine beats the previous record of $9 million against Qwest Communications. The 79th Annual Academy Awards were handed last night, and into this morning, at the Kodak Theatre at Hollywood & Highland Center and live on ABC. Among the big winners were bests in Animated Feature Film of the Year, which went to Happy Feet; and Animated Short Film - The Danish Poet. Abrams, creator of Lost and Alias, will direct the Star Trek XI movie, per Hollywood Reporter. Abrams had already said that he was writing the script and producing the movie for Paramount, which is re-launching the Gene Rodenberry franchise with this the 11th Star Trek feature film. Set for release November 26, 2008, the movie is a prequel, taking place prior to the time represented in the Star Trek TV series when both James T. Kirk and Mr. Spock are at the Starfleet Academy. MORE KIDS STUFF France 3, a French public broadcaster, has picked up rights to the new 3D animated series Storm Hawks (52x30'). The series will bow during the channel's kid targeted block from fall 2007. Created by Fipke, the K6-11 series is currently in production with Canada's Nerd Corps Entertainment in association with Canadian broadcaster YTV. SCI FI Channel is teaming up with Virgin Comics to create a co-branded multimedia partnership called SCI FI/Virgin Comics. Launching with five new original comic book titles, SCI FI/Virgin Comics plans to develop properties that integrate the goals of both brands across multiple platforms including publishing, movies, TV, digital and gaming. AnimeOnline, Ltd. has launched the beta version of animeOnline.com, a new online social networking website. Backed by FUNimation, animeOnline.com is headed by Rob Bricken, former Editor of Anime Insider, as the sites's Editor-in-Chief. The site will offer new stories on anime and manga, video games, music and aspects of Japanese culture, uploadable video content, anime episodes can also be purchased on the site. In this newly created role Schiesche will oversee centralized sales and marketing activities for all of Europe, including Napster's UK service, in addition to his current role as GM, Napster's Frankfurt sales office. Also promoted is Ian Greaves, he will serve as head of Programming Napster UK. Napster plans to grow and centralize its sales efforts out of the Frankfurt office. Napster's UK office will be scaled down to support local music programming and marketing activities. Napster corporate operations in Europe are based in Luxembourg. Scot Bayless joins Capcom Entertainment as VP/Product Development. Bayless will be responsible for Capcom's Western development from the company's North American headquarters in Northern California. He will head efforts to expand the company's software catalog in North America and Europe, including developing several new triple-A game projects over the next three years. A veteran of the interactive entertainment industry, Bayless has worked for software developers and publishers such as Electronic Arts, Microsoft Games, Dynamix/Sierra and Sega of America and most recently for Midway Games, where he served as VP/Development.
