briefing.
The Independent Task Force on Television Measurement (formed last
April) led by former Congresswoman Cardiss Collins, released its 62-page
opinion report to Nielsen Media Research yesterday on the
company's minority television audience measuring methods. According
to the report, their “recommendations on sampling techniques address the
issue of measuring intra-diversity in African-American, Hispanic/Latino,
Asian-American and other ethnic communities in LPM cities. We also
provide suggestions on training of the field staff, diversity and
improved communication with field employees, clients, minority
communities and the general public." The report recommends
several areas and specific initiatives Nielsen can take to more
accurately represent the viewing markets, and particularly the ethnic
audiences. The report also says Nielsen's reported undercounting is
merely a reflection of a more prominent television industry issue.
"Beyond the issue of minority measurement that the task force
examined, the continued inadequate representation of persons of color on
television or in positions of authority remains a significant problem
within this industry. This is a much broader issue than Nielsen
alone, one that affects advertisers, broadcasters, cable operators,
producers, syndicators and others in the world of media." The Task

HISPANIC MARKET:
BET JAZZ will be debuting a 2-hour
English-language programming blocks as of April 2. The 10 pm-midnight
timeslots will include the Viva America and Latin Beat
television shows through a US Navy sponsorship. The New York-based
Viva America includes interviews with Latino celebs, special event
guides, Hispanic music and artists as well as segments on arts, cuisine,
music and sports from different US locations. Luis Lopez and
Tatiana Bascope will host the show. The 1-hour Latin Beat show
centers on videos from such genres as Afro Cuban Rhythms, Alternative
Latin Pop, Flamenco, Reggaeton, Tango and Tropical Jazz with J.I.Starr
hosting the program.
Grey Worldwide's Wing Latino agency has started a continuing
survey to measure Hispanic behavior and viewpoints.
WingPulso will aspire to monitor how intercultural Hispanics
associate themselves with mainstream American culture, how and why those
perceptions change and how they, in turn, affect the consumers' brand and
purchasing decisions. Wing Latino's participant requirements
include a 5+ year US residency, bilingual abilities and an affinity for
both US and Hispanic culture. The preliminary rough results from
the first round of answers for this intercultural Hispanic survey group
show that:
22% of the 22-39 year olds live with their parents
14% are supporting one or more parents
54% strongly agree that families/friends eat together during meals
72% value family more than financial accumulation
66% of married Hispanics strongly agree that family welfare is more
important than individual well-being
LA's KNLA television station will be importing the Pedro El
Escamoso novela to its program slate as of March 28. KNLA is
the result of a World Television rebrand effort which includes a new
name, channel position and fresh programming. In addition to the
new novela and the debut of Factor Musica, KNLA will be the exclusive LA
broadcaster of CNN En Espanol and GolTV and provide 15 hours of locally
produced shows each week including Encuentro Latino (news magazine), Al
Filo de la Verdad (crime reality) and Te Escuchamos (talk show).

LATAM MARKET:
Mexico's Gussi Films is producing a new
Spanish-language film, Motocross, starring Iran Castillo, Daniel
Martinez and Ximena Sarinana. Set to begin filming in Mexico City
next week, the storyline will center on two brothers as they travel to
the US Motocross Open in Las Vegas. The movie will be
cinematographer Salvador "Chava" Cartas' first directorial
gig. Fernando Sarinana is co-producing Motocross.
AOL Latin America may need to close its doors as it heads towards
bankruptcy. Its operating cash availability is projected to
end by the third quarter of 2005. The company will need to sell its
assets and drop its Latin American operations following its filing with
the Securities and Exchange Commission. It has seen several offers
from potential buyers but the potential buyout would purportedly not
cover the top convertible notes.

ASIAN/INDIAN MARKET:
Correction: The March 23 Cynopsis MCE

INTERNATIONAL MARKET:
Motorola has placed its $100 million worldwide
ad account up for grabs. The review will seek ad agencies to
handle the corporation's global interactive marketing, web site, online
developments and relationship marketing. Carat (Aegis Group) has
Motorola's US account.
Three of the agencies already named in the review are WPP Group's
OgilvyOne and Wunderman and Havas' Euro RSCG 4D.
Jaguar Motor Cars Ltd. named Euro RSCG (Havas) as its
global agency of record. The review began in November with
the 6 finalists named this month as JWT (WPP Group), Berlin Cameron/Red
Cell, Kirshenbaum Bond & Partners (MDC Partners), M&C Saatchi and
Leagas Delaney. Consultants Roth Associates (New York) and Agency
Assessments International (London) handled the Jaguar ad review.

NBC Universal Global Networks named Nick Betts
as Managing Director for its UK division. He will
oversee the Sci Fi Channel in the UK in addition to growing NBC
Universal's UK portfolio. Nick was the commercial director at
UKTV. He will report to Patrick Vien, NBC Universal Global
Networks' president.
Qtopia Media named Andy Sich as its New York Account
Manager. He will oversee new business developments, marketing
and gay/lesbian promotions. Andy was previously at SunnySpot
Productions Inc.. He will be based in New York and report to David
Morganlander, Qtopia Media's President.
