In the largest civil penalty the FCC has ever assessed a cable operator to resolve an agency investigation into charges for services and equipment that consumers did not request, Comcast will pay a $2.3 million fine, and implement a five-year plan to end what the FCC says was “negative option billing,” which placed the burden on subscribers to opt out when Comcast charged them for premium channels, set-top boxes, or DVRs they didn’t order. PRODUCTION AND DEVELOPMENT

ABC and Mattel Creations are producing a primetime series that brings to life the excitement of the toy invention process. The Toy Box, hosted by Eric Stonestreet (Modern Family), will provide designers the opportunity to bring their toy concept to life with Mattel. Series was co-developed with Hudsun Media and Electus, and will premiere during the 2016-17 season on ABC.

NBC ordered six episodes of new half-hour comedy series Common Sense, where real people from all walks of life offer their honest opinions on the week’s news and buzzworthy events – unfiltered and completely real. Each week a cast of reoccurring characters will express their opinions on the most talked about news of that week in the series, produced by Studio Lambert/All3Media and Universal Television Alternative Studio. Exec producers are Stephen Lambert, Tania Alexander, Alex Katz, Greg Lipstone and Greg Goldman.

CBS is developing legal drama Exhibit A, from former Castle co-showrunner Alexi Hawley, Daniel Dae Kim (Hawaii Five-0) and Jane The Virgin producer Ben Silverman. Hawley is co-exec producer for Exhibit A, along with Kim through his 3AD banner and Silverman through his company Propagate and Lindsay Goffman.

In more Daniel Dae Kim news, Anonymous Content and Paramount TV are teaming with the actor/producer to adapt Re Jane, based on the Patricia Park novel. The half-hour comedy is housed at TV Land.

Oxygen Media greenlit original docu-comedy series Unprotected, about a family leaving the witness protection program to start a new life; the network also ordered a new season of Bad Girls Club, which pits “bad girls” from the East Coast against their West Coast counterparts. Production is under way for both series and each are set to premiere in 2017.

Destination America is back in production with Pilgrim Media Group on Ghost Brothers, its series that takes a humorous and good-mannered approach to ghost hunting.
